Sant Sohirobanath Ambiye Dnyanvruddhi Shishyavrutti, also known as the Bursary Scheme, supports students in Goa by paying part of their course fees and book costs for higher and technical education. The Goa Education Development Corporation (GEDC) has been running it since 2014 and offers up to ₹40,000 a year to eligible students. The latest cycle for the 2025-26 academic year opened for online applications through the official Bursary portal.
The scheme is a State level cash benefit that sends money straight to the student bank account through DBT. It covers diploma, graduation and post-graduation courses taken in recognized institutions inside Goa. Its main aim is to make higher education reachable to more families and to raise the Gross Enrollment Ratio (GER) of the state.

The Government of Goa wants to universalize higher and technical education and lift the Gross Enrollment Ratio from 32.2 to around 45. By helping with fees and textbooks, the scheme makes sure that these opportunities are not limited to a few students. The Directorate of Higher Education, Government of Goa, is the nodal department and the Goa Education Development Corporation (GEDC) looks after the day to day implementation.
For the 2025-26 academic year, the scheme accepted online applications from 5 May 2026 to 19 June 2026. Students applied on the official Bursary portal or through the CM's Scholarship portal and the GEDC website. Since this is a yearly scheme, a fresh window opens for each academic year.
Up to ₹40,000 is paid out to needy students whose family income is below ₹5 lakh. The money covers tuition, registration, library, laboratory, gymkhana and IT charges among other approved fees, plus a book allowance. Payment is made only after the student has paid the fees to the institution.

Benefits
The scheme reimburses eligible education costs each year. Here is what a selected student can get:
- Course fee support: up to ₹40,000 per year for tuition and related approved charges.
- Book allowance: up to ₹5,000 per year for textbooks and reference books.
Covered fee components include tuition, registration, library, laboratory, gymkhana, IT and practical charges along with other approved fees. The payment is made through Direct Benefit Transfer to the student bank account after the fees are paid to the institution.
Eligibility
To apply, a student must satisfy these conditions:
- Must be doing a full time diploma, graduation or post-graduation course in a recognized institution in Goa.
- Institution must be affiliated to Goa University or recognized by the Directorate of Higher Education, Directorate of Technical Education or other government authorities.
- Course duration should not be more than 5 years.
- Qualifying education must be completed in Goa. Diploma students need Standard 10 in Goa, graduation students need Standard 10 and 12 or a diploma in Goa, and post-graduation students need graduation in Goa.
- Total annual family income of parent or guardian must be below ₹5 lakh.
- Must not be getting similar financial support from another government scheme.
Relaxation in the qualifying education rules is available for students from premier institutions such as IITs, NITs and IIMs.
Application Process
Applications for the latest cycle were accepted online. New users must first sign up and log in on the Bursary portal.
STEP 1 - Go to the official Bursary portal at bursary.dhe.goa.gov.in and create a new account if you do not have one.
STEP 2 - Log in, select the Bursary Scheme and create an application for the relevant academic year.
STEP 3 - Fill in personal details, address, family income and full academic history.
STEP 4 - Upload the bonafide certificate, fee receipts, proof of textbook purchase, income certificate and bank account details.
STEP 5 - Complete the undertaking using Aadhaar based e-sign and submit the online application.
STEP 6 - Save the confirmation. Status updates are sent to the registered mobile number.

- Marksheets of the relevant qualifying examinations (10th, 12th or diploma, and graduation for PG students).
- Income certificate issued by the Competent Authority.
- Proof of admission and bonafide certificate.
