Samajik Mukti is a smart card scheme that the West Bengal government launched in 2012 to bring social security to unorganised sector workers. The card was issued under the State Assisted Scheme of Provident Fund for Unorganised Workers (SASPFUW) and linked workers to provident fund, construction workers welfare, and motor transport workers welfare benefits.
New workers no longer get a separate Samajik Mukti card. In 2017 the state brought the different worker welfare schemes together under Samajik Suraksha Yojana (SSY), and from 1 April 2020 this was renamed Bina Mulya Samajik Suraksha Yojana (BM-SSY). Workers now register on the official BM-SSY portal at bmssy.wblabour.gov.in instead.
Samajik Mukti - Introduction
Samajik Mukti gave a photo identity smart card to workers in the unorganised sector of West Bengal. The card carried a 32 KB memory chip and could be read at any of the 68 Regional Labour Offices and 480 Labour Welfare Facilitation Centres across the state. On inserting the card, the worker's records and benefit details appeared on the computer screen, and every transaction was updated automatically.
The main aim of the project was to bring the maximum number of workers under welfare schemes, deliver benefits fast and smoothly, and keep the management of funds clear and tamper proof. Around 29 lakh cards were prepared under the program.
Although the Samajik Mukti card program has been replaced, the benefits it once delivered now come through Bina Mulya Samajik Suraksha Yojana. This successor scheme gives unorganised workers access to provident fund, insurance, health support, death and disability help, and study support without any monthly contribution from the worker.

Eligibility
For the earlier Samajik Mukti card, workers had to meet these conditions:

Workers who now want these benefits can register under Bina Mulya Samajik Suraksha Yojana. The scheme covers every eligible unorganised worker as per the approved list of unorganised industries and self-employed occupations notified by the Labour Department, along with construction and transport workers.

New workers should register on the official BM-SSY portal instead of applying for a separate Samajik Mukti card. The registration is done online through the portal.
