RMEWF-Financial Assistance for Ex-Servicemen in Penury provides monthly financial support of ₹8,000 to non-pensioner ex-servicemen up to the rank of Havildar and their widows who face extreme poverty. RMEWF-Financial Assistance for Ex-Servicemen in Penury - Introduction
RMEWF-Financial Assistance for Ex-Servicemen in Penury helps destitute non-pensioner ex-servicemen up to the rank of Havildar and their widows. This scheme seeks to provide a basic measure of financial relief to those struggling in extreme poverty. It acts as a safety net for veterans and their families who do not receive any other pension benefits. The Kendriya Sainik Board runs this program under the Armed Forces Flag Day Fund (AFFD Fund).
The scheme started in 1981 with just ₹100 per month for two years. Over time, the grant was revised several times — first to ₹500 per month in 2007, then to ₹1,000 per month in October 2011, followed by an increase to ₹4,000 per month from April 2017. Now, with effect from 01 November 2026, the grant has been raised to ₹8,000 per month for lifetime support.
This financial assistance is paid annually in lump sum directly into the bank account of eligible beneficiaries through Electronic Clearing Service (ECS). The payment continues for the lifetime of the recipient and cannot be transferred to anyone else.

Note: This financial assistance is non-transferable and ends automatically upon the death of the recipient. If an ex-serviceman passes away, his widow should apply afresh to continue receiving benefits under this program. Widows of existing beneficiaries do not need to meet the age requirement of 65 years.
Eligibility
To qualify for this assistance, you must meet the following conditions:
Basic Criterion: You should be a non-pensioner ex-serviceman or the widow of one.
Rank Requirement: You must hold a rank of Havildar or equivalent (for Army, Navy, and Air Force).
Age Factor: You should be at least 65 years old as of 01 April of the financial year in which you are applying.
Exception for Widows: If an ex-serviceman was already receiving this grant before his death, his widow is eligible to receive the aid regardless of her current age. She simply needs to update her profile on the KSB portal.
Exclusions
Please note that any ex-serviceman who already receives a military pension is not eligible for this scheme. Only truly destitute non-pensioner veterans qualify for this support.
