Madhya Pradesh government is running Mukhyamantree Baal Aasheervaad Yojana for orphan children and for young people who leave child care homes after turning 18. Under this scheme, a child living with a relative gets ₹4,000 per month, and a care leaver can get ₹5,000 to ₹8,000 per month during study or training.
Women and Child Development Department runs the scheme across the state. Applications and approval orders both move through the department portal, and applying is free. As on 4 August 2026, the scheme is running and no closure notice has been issued.
Mukhyamantree Baal Aasheervaad Yojana Application Process
Application does not start with the child walking into an office. Officers identify the eligible child first, then the file moves ahead. Steps are different for the two parts of the scheme.
STEP 1 - For after care, the superintendent or manager of the child care home marks children who have completed 17 years of age and prepares an Individual Care Plan for each of them.
STEP 2 - Separate lists are made for children going for internship, for vocational training, and for higher study, and this data is entered on the department portal with the help of the same superintendent.
STEP 3 - A district level committee headed by the Collector checks the file and approves it. Approval order is issued from the portal itself, and a fresh order is issued for every eligible person each year.
STEP 4 - For sponsorship, the District Programme Officer or District Child Protection Officer finds such families, contacts them and gets the form filled. No fee is charged for this.
STEP 5 - District Child Protection Unit prepares a home study report and a social investigation report of the family in the format given in Madhya Pradesh Sponsorship rules, 2020.
STEP 6 - Child Welfare Committee checks the reports under the Juvenile Justice Act and declares the child as a child in need of care and protection. Only after this declaration does the monthly payment start, and it comes as a DBT payment in the joint account.

Benefits Under After Care
After care is for young people who have left a child care home. Money help is given during internship, training or study so that the person can stand on their own feet.

Course fee fixed by the Fee Regulatory Commission is paid by the state government for the full course period. Vocational training in government institutes, such as polytechnic diploma, ITI, paramedical, nursing, hotel management and tourism courses, is free. Which category a care leaver falls in, and how much monthly help is given in that category, is decided by a state level committee headed by the Chief Secretary.
Benefits Under Sponsorship
Sponsorship covers a child who lost both parents and now lives with a relative or guardian. Two kinds of support are given here.
Money help: ₹4,000 per month goes into a joint account of the child and the relative or guardian. Support runs for at least one year. If the family situation does not improve, the period can be extended, but payment stops once the child turns 18.
Health support: Health Department makes an Ayushman card for every such child so that treatment costs are covered. Details of the process are given in the Ayushman Bharat health card guide.
Who Can Apply
Rules are separate for the two parts. Read the part that applies to the child or young person before filing anything.
- For after care, the young person should have lived in a child care home for 5 years in a row, counting the year of release from the home. Orphan and abandoned children get relaxation in this residence period.
- Time spent in adoption or foster care is also counted in this 5 year period if the child was later brought back to a child care home.
- After care money, internship, training and study support run till the fixed period or till the age of 24 years, whichever comes first.
- For sponsorship, the child should be a Madhya Pradesh resident, below 18 years, should have lost both parents, and should be living with a relative or guardian.
- A child already covered under Mukhyamantri Covid 19 Bal Seva Yojana is not covered under sponsorship.

Monitoring and Help
District Child Protection Unit does a follow up of every care leaver each month and prepares a report of every sponsored child. Based on that review, the district officer sends the case to the committee for continuing or stopping the payment. Rehabilitation cum placement officers keep the portal data updated and work on jobs and self employment for these children. Every 3 months, problems raised by children and care leavers are taken up so that the scheme keeps running properly.
