Haryana Government now runs a monthly pension of ₹3,000 for cancer patients in stage 3 and stage 4, under the Financial Assistance for Stage III & IV Cancer Patients scheme managed by Social Justice and Empowerment Department. Applications go through SARAL Haryana portal, and the pension amount goes straight into the beneficiary bank account through PFMS.

Kidney and HIV patients were part of the original plan announced in 2020 by then Chief Minister Manohar Lal Khattar, along with cancer patients, for a combined pension of ₹2,250 per month. That combined scheme never got notified in that form. Only cancer patients in stage 3 and stage 4 got covered when the scheme finally came into effect, and the pension amount has since gone up twice.

Cancer Patients Pension Scheme in Haryana

Social Justice and Empowerment Department first prepared data on kidney and cancer patients back in May 2020, along with HIV cases, to plan a combined pension. That draft scheme carried a proposed rate of ₹2,250 per month and an income limit of ₹2 lakh per year. Government later split the plan. Cancer patients in stage 3 and stage 4 got a dedicated scheme through official gazette notification, and it started paying out from late 2022 onward.

Pension amount for stage 3 and stage 4 cancer patients started at ₹2,500 per month, moved up to ₹2,750, and now stands at ₹3,000 per month from January 2024. Income limit for the household also went up to ₹3 lakh per year, and applicants now need a Parivar Pehchan Patra (Family ID) to apply.

What Happened to Kidney and HIV Patients Coverage

Kidney and HIV patients do not have a dedicated pension scheme of their own under Social Justice and Empowerment Department right now. Patients with a qualifying disability of 60 percent or more, which can include advanced kidney disease in some cases, may check eligibility under Haryana Viklang Pension Yojana, which pays ₹3,000 per month. Anyone already getting a government pension of similar nature cannot claim both benefits together.

Overview of Haryana Cancer Patients Pension Scheme

Current Status and Beneficiaries

Government allocated over ₹68 crore for this pension in the 2022-23 budget, targeting around 25,000 patients suffering from cancer, kidney disease and HIV combined when the plan first got surveyed. Scheme that runs today, however, covers only stage 3 and stage 4 cancer patients, and beneficiary count keeps changing every month as more patients get approved and some pass away, since pension stops after death of the beneficiary.
