Mizoram Provisional Employees Savings Scheme is a mandatory retirement savings scheme for provisional government employees in Mizoram who build a pension fund through small, defined monthly contributions from their wages. The scheme gives employees future financial security and offers structured options for partial withdrawals during emergencies and lump-sum exits on retirement or separation from service.
Finance Department, Government of Mizoram runs this scheme under the Mizoram Provisional Employees Savings Scheme, 2024, which came into force on 1st September, 2024. The scheme was later amended by a Finance Department notification dated 30th May, 2025, and the actual implementation became effective from the month of June, 2025. As of August 2026, the scheme is in force for all provisional employees whose engagement is approved by the DP&AR and Finance Department.
Mizoram Provisional Employees Savings Scheme - Introduction
Mizoram Provisional Employees Savings Scheme is a savings scheme that lets provisional employees make defined contributions towards planned savings, so they can secure their future in the form of a pension. It is an answer to the problem of providing adequate retirement income to provisional staff whose engagement has been officially approved by the DP&AR and Finance Department.
There is no matching contribution from the employer. Employees contribute a minimum of 5% of their monthly wages, and the Drawing & Disbursing Officer (DDO) deducts this amount directly from the monthly wage bill. A Nodal Office manages the whole scheme under the direction of the Finance Department, so records and money movements stay clear and well organised.
Every member receives a unique 9-digit number from the Nodal Office. The first four digits show the year of birth of the member, and the last five digits are the running serial number of the individual provisional employee, starting from 00001.

Benefits
Members gain several financial advantages that support both their career and personal life through the scheme:
- Steady savings growth: Regular small monthly deductions build a meaningful retirement corpus over time.
- Emergency funding: Partial withdrawals are allowed for specific reasons such as higher education of children, marriage of self or children, purchase or construction of a residential house, and treatment of illness of self or family members.
- Nomination security: Members nominate family members who receive the accumulated savings in case of death, so the money supports the family.
- Centralised management: The Nodal Office and Fund Manager handle records and payments, keeping the process accurate and professional.
For instance, a provisional employee who has contributed for six years can apply for a partial withdrawal to cover a child's higher education expenses under the scheme rules.
Eligibility
To take part in the scheme, an employee needs to meet these conditions:
