Grant of Subsidy for Purchase of Electric Vehicles to Consumers is a Goa state scheme that gives financial support to people buying or converting electric two-wheelers, three-wheelers, and four-wheelers. The Department of New and Renewable Energy, Government of Goa, runs this scheme through the Goa Energy Development Agency (GEDA) to cut the upfront cost of eco-friendly vehicles and push cleaner transport across the state.

As of August 2026, the Goa government has proposed a fresh draft EV policy that extends the subsidy to all electric vehicle buyers and removes the earlier cap on the number of beneficiaries. Under the new policy, a two-wheeler buyer gets ₹15,000, a three-wheeler buyer ₹60,000, and a four-wheeler buyer ₹75,000 as subsidy.

The scheme was first notified in 2021 and was set to give a subsidy of ₹10,000 per kWh of battery capacity in the first year, reducing by ₹2,000 per kWh each year till 2026. The earlier round of subsidy was discontinued on 31 December 2024. The new draft policy, once approved, will apply retrospectively from 1 January 2025 and will remove the cap that earlier limited the subsidy to a fixed number of vehicles every year.

Under the earlier policy, the subsidy was given on a first come first served (FCFS) basis and covered only 500 four-wheelers, 5,000 two-wheelers and around 100 three-wheelers a year. The new draft policy removes this limit so that every eligible buyer can benefit. The four-wheeler subsidy has been reduced by ₹25,000 compared with the old policy, where it was ₹1,00,000.

Along with the purchase subsidy, eligible buyers can also get the following support:

• Scrapping incentive: You get a fixed amount when you scrap and de-register your old internal combustion engine vehicle through the Regional Transport Office (RTO) and buy an electric vehicle.
• Local manufacturing benefit: An extra incentive is given if the vehicle is manufactured in Goa, with higher amounts for three-wheelers and four-wheelers.
• Low-cost loans: Convergence Energy Services Limited (CESL) offers low-cost loans when the vehicle is purchased directly through its channel, along with central FAME-II benefits clubbed together.

Please note that the subsidy is paid out on a first come first served basis once all registration requirements are met.

Eligibility

To qualify for this subsidy, you should meet the following criteria:

• You must be a permanent resident of Goa.
• You must hold an Aadhaar card and a driving license issued in Goa.
• You must be the registered owner of the electric vehicle.
• The vehicle must be purchased or converted within the State of Goa.

Application Process

You can apply for the subsidy online through the official Goa EV portal. The steps are given below.

STEP 1 - Go to the official Goa EV portal at goaev.in and open the application form for the electric vehicle subsidy.

STEP 2 - Enter the details of the vehicle and the owner, including the invoice, registration certificate and battery details.

STEP 3 - Upload the required documents such as the Aadhaar card, Goa driving license, vehicle invoice and valid insurance.

STEP 4 - Submit the application within 90 days of purchasing the vehicle and keep a copy of the acknowledgement for reference.

STEP 5 - After verification, the subsidy amount is paid out on a first come first served basis.
