Chemical Promotion Development Scheme - Introduction
Chemical Promotion Development Scheme, also known as CPDS, has been implemented since 1997 in the Chemical Division of the Department of Chemicals and Petrochemicals. It gives soft support in the form of Grants-in-Aid to government agencies, industry associations, and specialized organizations to hold workshops, seminars, and studies that help the Department firm up its views on policy matters of the chemical sector.
Under the Union Budget for 2026-27, CPDS has been brought under the umbrella of the New Scheme of Petrochemicals (NSP) as a sub-scheme. The money set aside for it goes toward creating awareness and spreading information for the promotion and development of the chemical and petrochemical industry. So the scheme is very much active for the 2026-27 financial year.
Since 2018-19 the actual spend under CPDS has stayed close to the budgeted amount of around 3 crore rupees a year, which shows the scheme is being used regularly. Applications are now processed only through the web based CPDS portal, which is linked with the NGO-DARPAN portal for release of funds.

Benefits
The scheme provides financial support across four main components, and the details of each are given below.
- Creation of Knowledge Products: Funding for industry studies, surveys, survey reports, data banks, films, e-booklets and promotional material, up to 50% of the cost and capped at 7,50,000 rupees.
- Knowledge Dissemination: Covers the cost of seminars, workshops, conferences, training, exhibitions and investor meets. Government agencies can get full event cost, while industry associations get up to 50%, capped at 5,00,000 rupees for one day and 7,00,000 rupees for two days.
- Excellence Awards: National Awards given to recognize good research and innovation in the chemicals and petrochemicals sector.
- Other Activities: Support for industry facilitation measures, help desk expenses, and Advisory Forum and Development Committee meetings with the approval of the Secretary.
Mega events such as India Chem and the Global Chemicals Petrochemicals Manufacturing Hubs (GCPMH) Summit are also organised under this scheme. These events help promote trade, attract foreign investment, and push research and development and technology transfer in the sector.
Eligibility
Applicants must fall under one of the eligible categories and meet the conditions fixed by the Department.
- Applicants must be a government agency, an industry association, or a specialized organization.
- Non-governmental entities must have a valid NITI Aayog registration number.
- Specialized organizations must have at least five years of experience and a record of hosting industry-related events.
- Applicants must follow the General Financial Rules (GFR) 2017 and the PFMS-EAT module guidelines.
- The scheme is not open to event managers, and recurring expenses such as rent or salaries are not funded.
Application Process
Online Application Procedure
STEP 1 - Go to the official scheme page at chemicals.gov.in/cpds and use the registration and login option there to access the portal.
STEP 2 - Submit a preliminary proposal that covers the event theme, topic, number of participants, and the schedule, so that it can be included in the annual calendar.
STEP 3 - Once the Department approves the annual calendar, submit a detailed application with all annexures at least two months before the scheduled event date. Only proposals that come through the CPDS portal are processed.
