Ministry of Textiles, Central govt. runs Samarth Scheme for training and employment in the textiles sector. Under this scheme, the government provides skill training to youths to promote sustainable employment to youths in the textile sector. The scheme was approved by the Cabinet Committee of Economic Affairs (CCEA) chaired by PM Narendra Modi. Around 10 lakh young Indians were to get training over a period of 8 years from 2017 to 2025.

The government has now extended Samarth Scheme for two more years, covering the financial years 2024-25 and 2025-26. As per the latest update, the scheme was valid up to 31.03.2026. The extension was approved to continue the skill development work in the textile sector and to support the industry in creating jobs.

Samarth Scheme Latest Update

Samarth Scheme has been extended for two years, that is FY 2024-25 and FY 2025-26, and was valid up to 31.03.2026. The extension was approved by the government to keep the skill training work going in the textile sector. As per the Ministry of Textiles, a total of 6.17 lakh beneficiaries have been successfully trained and certified under the scheme since its start up to March 2026. Out of these, 5.17 lakh beneficiaries have been provided placement.

As on 10.03.2026, there were 4,430 active training centres under the scheme. A total of 4,64,812 beneficiaries, including weavers and artisans, got employment after successful training. A total of 370 Implementing Partners (IPs) have been empanelled under the scheme since 2017. This includes 327 textile industry and industry associations, 38 state or central government agencies, and 5 sectoral organisations.

The "Scheme for Capacity Building in Textile Sector (SCBTS)" is also known as Samarth, which points to the broad aim of the scheme to skill the youth for gainful and sustainable employment in the textile sector.

About Samarth Scheme 2026

Samarth Scheme was launched for capacity building of young workers in organised and traditional textile clusters. The main aim was to provide skill development training to 10 lakh youths to reach 300 billion dollars in textile exports by FY 2025. Objectives of Samarth Scheme

The objectives of the scheme are to provide a demand-driven, placement-oriented skilling programme to support the efforts of the industry in creating jobs in the organised textile and related sectors, to promote skilling and skill up-gradation in the traditional sectors through the sectoral divisions or organisations of the Ministry of Textiles, and to provide livelihood to all sections of the society across the country.

The scheme targets to train 10 lakh persons over a period of 8 years (2017-2025) with an estimated budget of Rs. 1300 crore, and has invited the participation of textile industry and associations registered under the central or state government, and chambers of commerce of the central or state government.

Implementation of Samarth Scheme

The Ministry of Textiles is implementing the Samarth Scheme for Capacity Building in the Textile Sector. This is a placement-oriented programme targeting skill development of 10 lakh youth in the whole value chain of textiles, except spinning and weaving in the organised sector. Funds are given directly to the implementing partners, and there is no state-wise or district-wise fund allocation under the scheme.

Salient Features of Samarth Scheme

Some of the main features of the Samarth Scheme include the following things:-

• Training of Trainers (ToT) to build a pool of skilled trainers for the textile sector.
• Aadhaar Enabled Biometric Attendance System (AEBAS) to track real-time attendance of trainees.
• CCTV recording of the training programme to keep the process clear and open.
• Dedicated call centre with a helpline number for support and queries.
• Mobile app based Management Information System (MIS) for easy tracking.
• Online monitoring of the training process to check progress.

Beneficiaries of Samarth Scheme

Under Samarth, 18 state governments were given a training target of 3.6 lakh beneficiaries for training in traditional and organised sectors. The states entered into a MoU with the Ministry on 14 August 2019. Sectoral organisations of the Ministry (DC-Handlooms, DC-Handicrafts, CSB and National Jute Board) were given a training target of 43,000 beneficiaries for skilling and up-skilling in traditional sectors.

The Ministry also started the process of empanelling industry and industry associations for industry-oriented entry level skilling in the organised sectors. A total of 76 industries were empanelled under entry level skilling and given a training target of 1.36 lakh beneficiaries. Also, 44 industries for up-skilling were empanelled and given a training target of 30,000 beneficiaries.

Training Pattern & Funding of Samarth Scheme

Samarth Scheme provides high quality training to the youths as the training courses are National Skill Qualification Framework (NSQF) compliant. The Ministry of Skill Development and Entrepreneurship (MSDE) has notified the common norms for funding of training courses.
