Mukhyamantri Baliraja Shet Panand Raste Yojana is the renamed and improved version of the older Palakmantri Panand Raste Yojana. Under this scheme, the state government builds or repairs panand raste, which are the access pathways that connect agricultural lands to village roads. Work is monitored on the official IWMS portal of the Revenue Department, where every stage from project creation to final completion is tracked digitally.

To undertake this work, the government has also run the Palakmantri Earth Moving Machines Kharedi Yojana scheme for buying earth moving machines for rural works under Jalyukt Shivar. The Baliraja farm road scheme takes this forward with better funding and complete machinery based construction.

This scheme is designed to solve the biggest problem of farmers, which is the lack of all-weather access roads to their fields. In rainy season, mud paths become unusable and tractors cannot reach the fields for sowing and harvesting.   • 100% machinery based work: Farm roads are now built with JCB, pokelan and roller machines instead of relying only on manual labour, so work is faster and more dependable.

  • Free removal of encroachments: If old government roads are blocked by encroachments, the Revenue Department removes them without any cost to farmers.

  • Quality checks: Core cutting tests and technical approval by the Executive Engineer are required before contractor bills are passed, so the roads last longer.

How to Apply fo r Mukhyamantri Baliraja Shet Pananad Raste Yojana

There is no direct online application for individual farmers under this scheme. The proposal has to go through the gram panchayat of the village. Farmers should follow the steps given below:

STEP 1 - Farmers who use the same road should come together and prepare a joint application. Attach a rough map of the road with the signatures of all farmers and submit it to the gram panchayat office.

STEP 2 - The gram panchayat places the proposal on the agenda of the next gram sabha or monthly meeting. After discussion, the gram sabha passes an official resolution for the road.

STEP 3 - The gram sevak and sarpanch collect no objection certificates from all farmers whose land the road passes through. No land acquisition is done, so written consent letters are required.

STEP 4 - A joint spot inspection is done by the gram sevak, talhati and junior engineer of PWD or zilla parishad. They measure the length and width and check for technical problems like wells, trees or streams.

STEP 5 - The file with the resolution, map, 7/12 and 8-A extracts, consent letters and estimate is sent to the panchayat samiti and then to the district committee. After district approval, tenders are called in clusters of 25 km and construction starts.

Eligibility for Mukhyamantri Baliraja Shet Pananad Raste Oojana

This scheme covers villages, panchayat samitis and districts across Maharashtra. Any village that comes together through its gram panchayat and gives the required consents can get a road under this scheme. Preference is given to roads shown on the village map, routes used by farmers for generations but not marked on maps, and roads beside canals of the water resources department. The money for each kilometer is around ₹3 lakh to ₹5 lakh depending on the geography.

New Government Resolution and Latest Update 2026

Maharashtra government has been releasing new government resolutions for the shet panand raste scheme. The state issued a new GR on 18 February 2026 and district offices followed it with notices for the 2026-27 financial year. District websites of Satara, Dharashiv, Jalgaon and Nandurbar have published public notices and tenders for Mukhyamantri Baliraja Shet / Panand Raste Yojana 2026-27 during June to August 2026. Online registration for 2025-26 has also been completed through the MahaPanand portal, and contractor empanelment for the year has been opened across all districts.

The old Palakmantri Shet Panand Raste Yojana was started in February 2018 by the Planning Department with ₹55 crore released to 33 district collectors on 25 May 2018. However, lack of funds and slow implementation left many of the 417 MGNREGA road works incomplete. The current Baliraja scheme fixes these problems with proper budget from the district annual plan, state special funds and RIDF, along with strict quality control.

Documents Needed for Farm Road Proposal

The file sent from the village to the district committee carries some important documents. These documents are checked by the talathi before the proposal moves forward. The documents are:

  • Gram sabha resolution: Official copy of the resolution approving the road work.
  • Village map: Map dearing showing the length and width of the proposed road.
  • 7/12 and 8-A extracts: Land records of all survey numbers through which the road passes.
  • Consent letters: Voluntary letters from farmers giving their land for the road route.
  • Technical estimate: Estimate prepared by the junior engineer of the public works department.

sir, i m fro Udgir distr latur maharashtra state there is panand rast paases thru our agricultural farm land survey no.15/1 and 15/2 at village somnathppur tq udgir dist latur, we seen it from birth last 2-3 generation near abour 8-10 decades, now a days the land comes near to city and slowly it is going under urbanisation and all panand raste are going to close, encroach,so creating many problems to the approach roads to the farm land by others. To check the same and reply how n where to file the complaint.
