Kerala Parivarthanam Scheme was launched by the Kerala government through the Kerala State Coastal Area Development Corporation (KSCADC) to support the livelihood of fishermen and the youth in the coastal communities. The project was set up in a public private partnership model with the Central Institute of Fish Technology (CIFT) and the Society for Advanced Technologies and Management (SatM).

Kerala Parivarthanam Scheme 2026
Kerala Parivarthanam Scheme was meant to supply fresh fish at the doorstep of consumers while keeping jobs for students, young people, dealers, teachers, industry partners and fish producers. Registration for the project was invited through the official portal at parivarthanam.org, which is no longer available. Parivarthanam Registration for Students Including Dropouts
Graduate and professional stream students with exam paper backlogs, who needed a part-time job to keep their education going along with chances to pick up additional skills through the NSDC skilling program, were eligible. The age limit was between 20 and 34 years.

Students could enter their full name, father name, e-mail ID, gender, date of birth, mobile number, Aadhaar number and other details and then click on the Register button.
Dealer MIMI Fish (Team Leaders)
Mentors who could guide, handhold and motivate the beneficiary students to complete their education and help them choose the right NSDC skilling program were eligible as Dealer MIMI Fish. They were expected to build a loyal clientele from scratch in their assigned area and carry on commercial activities to support the project.

Dealer MIMI Fish had to sign a performance bond with a bank guarantee. The final selection of the dealer was at the discretion of the project team. The person should ideally be a graduate, preferably a post graduate or professional graduate, with wider experience in socio commercial activities, preferably in leadership roles. Preference was given to family members of fish vending women. Age between 29 and 65 years.
Teachers and Institutions
Teachers or institutions willing to take up the project as a social responsibility and help the beneficiary students complete their studies successfully could register. Students were grouped by subjects and geographical area. Teaching could be online and offline as per the convenience of the providers and beneficiaries.

Industry Partners
Institutions willing to associate with the project by providing on the job training to the beneficiary students in their chosen NSDC skill training or in final placement after their successful training could register as industry partners.

Fish Producers
Marine and inland capture fishermen societies and traditional coastal groups operating within Kerala, who could supply fish to ICAR CIFT standards, were also eligible. Inland fish farmers and inland fishermen doing aquaculture in Kerala, who could supply live farmed fish to ICAR CIFT recommendations, could also register.

Parivarthanam Scheme was aimed at the social and economic uplift of the people of coastal and inland fisheries and the youth through skill development and job creation. Though the project targeted mainly coastal fishing communities, it also helped with larger issues like economic instability, lack of support for quality vocational training, and the need for a sustainable source of income after college.

Objectives of Parivarthanam Scheme
The main objectives of the scheme were as follows:
- Ensuring a fair and fixed price for the fish on a day-to-day basis, encouraging eco friendly fishing methods and quality fish handling practices to make sure of efficient delivery of fish and fish products to end consumers all year round.
- In view of the pandemic and growing food safety concerns, the project also aimed to make sure of traceability along the supply chain by giving accurate information about sources, producers and intermediaries to the end consumers.
- Improving employability by creating jobs that could absorb the youth and others whose livelihoods were disrupted by the pandemic, and through capacity building by offering training for additional skills.
- To protect the environment by promoting clean energy sources through solar power generation and by checking the use of fossil fuel engines and moving to electric hybrids and other alternatives.
- To grow and establish Parivarthanam as a model that could be scaled up and applied across the nation with this consortium as the central agency.
