Haryana Government notified the Model Online Transfer Policy 2026 on 25 June 2026. The policy, notified by Chief Secretary Anurag Rastogi, sets up a clear and merit-based framework for the transfer and posting of regular government employees across all state departments. It applies to all regular employees of cadres where the sanctioned strength of a post is 50 or above.
How to Apply for Group-D Transfer
Group-D transfer application can be made on the official portal recruitment.groupd.csharyana.gov.in by agreeing to the policies and entering the Unique Identity Number provided by HRMS.
STEP 1 - Visit the official Group-D transfer portal at recruitment.groupd.csharyana.gov.in.
STEP 2 - Read the policy document in the language of your choice, Hindi or English.
STEP 3 - Mark the checkbox for accepting the terms / policy.

STEP 4 - Click on the "Click Here to Apply" button.
STEP 5 - On the next screen enter your Unique Identity Number provided by HRMS and click "Continue".

STEP 6 - Fill and verify all the required details on the next screen and apply for transfer.
Model Online Transfer Policy 2026
The Model Online Transfer Policy 2026 groups all employees into seven categories for the transfer drive. It also brings in a merit points framework of 120 points, which decides the rank of each participating employee and governs unit allocation. Age carries up to 30 points, experience in the cadre carries up to 30 points, and special factors carry up to 60 points.
Under special factors, female employees, employees in couple cases, spouses of serving military or paramilitary personnel, and employees with differently abled children get extra points. Employees who have been awarded a major penalty attract negative 10 points. The whole transfer drive is conducted through an online software platform integrated with HRMS.
One-Time Option for Group-D Employees
In June 2026, the government decided to give a one-time option to Group-D employees recruited against Advertisement No. 04/2018 to choose whether they want to continue under the Common Cadre or opt out of it. Eligible employees could submit their choice through the portal from 1 July to 15 July 2026. The portal is OTP-based, and employees can log in only through their registered HRMS mobile number.
If no option is exercised within the given time, it is treated as deemed continuation in the Common Cadre. Employees who choose to remain in the Common Cadre stay governed under the Haryana Group-D Employees (Recruitment and Conditions of Service) Act, 2018.
