Odisha government's Gopabandhu Jan Arogya Yojana (GJAY) is the state's main health assurance scheme that gives cashless treatment to eligible families. Odisha government renamed the Biju Swasthya Kalyan Yojana (BSKY) as the Gopabandhu Jan Arogya Yojana (GJAY) in 2024, soon after the new state government took charge. The scheme was then merged with the central government's Ayushman Bharat PM-JAY in early 2025. Because of this merger, GJAY beneficiaries now get treatment at a much larger network of hospitals across the country, and the state continues to run the scheme on its own portal.

As per the official GJAY dashboard, the scheme now covers around 4.79 crore beneficiaries and about 1.19 crore households across Odisha. More than 3.56 crore people hold GJAY cards, and close to 99 lakh households (about 83% of the state) are covered. Treatment is available at over 9,500 hospitals, which includes about 8,530 government hospitals and 979 private hospitals.

Odisha earlier did not accept the Ayushman Bharat PM-JAY, saying its own scheme was better. After the merger, the state now runs GJAY together with PM-JAY, giving its people access to the national health cover as well as the state's own higher benefits.
