Unique Identification Authority of India (UIDAI) is accepting Baal Aadhaar Card online registration form 2026 for children below 5 years of age. Parents can apply for this blue coloured Aadhaar card at nearby Aadhaar Seva Kendras, Common Service Centres (CSCs) or banks and post offices offering the service. The card is issued free of cost and carries a full, lifelong 12 digit Aadhaar number for the child.

Baal Aadhaar is a special Aadhaar card made for new born babies and children under 5 years. A regular Aadhaar card captures fingerprints and iris scan of a person to give them a 12 digit unique identity number. But the fingerprints and iris of a small child are not fully developed. So UIDAI issues the blue Baal Aadhaar without any biometrics, using only the child's photograph and demographic details linked to one parent's Aadhaar.

Here is the complete process to apply for Baal Aadhaar Card, the supporting documents list and the rules for updating the card.

Mandatory Biometric Update for Baal Aadhaar

A child below 5 years gets a blue coloured Baal Aadhaar, which is valid till the child becomes 5 years old. A mandatory biometric update is required to reactivate the child's Aadhaar. For this, take the child to any nearby Aadhaar Kendra. The blue coloured Baal Aadhaar card needs to be updated when the child becomes 5 years of age, and it is to be once again updated on attaining the age of 15 years.

UIDAI has waived the Mandatory Biometric Update fee for children aged 5 to 17 years from 1 October 2025 until 30 September 2026. The update normally costs Rs100, so completing it within this window is free of cost. UIDAI has also run a nationwide drive in schools to complete these updates on time, covering more than one crore children across roughly 83,000 schools.

FAQ's

What is Baal Aadhaar?

Baal Aadhaar is the blue coloured Aadhaar card issued to children under 5 years. It is enrolled without fingerprints or iris scan, using only the child's photograph and demographic details linked to one parent's Aadhaar, and it carries a full, lifelong 12 digit Aadhaar number.

What documents are needed for Baal Aadhaar?

Two documents are needed: the child's birth certificate (or a hospital discharge slip as an alternative) and the Aadhaar of one parent, who must be present to give biometric consent. Only the child's photograph is taken at the centre, and enrolment is free.

When are the mandatory biometric updates due?

A Baal Aadhaar needs two Mandatory Biometric Updates (MBU): MBU-1 when the child turns 5 and MBU-2 at age 15. Each captures all ten fingerprints, both iris scans and a fresh photograph, while keeping the same Aadhaar number.

Is the biometric update free for children?

Yes, for now. UIDAI has waived the MBU fee for children aged 5 to 17 from 1 October 2025 until 30 September 2026. The update normally costs Rs100, so completing it within this window is cost-free.

Does a child get a new Aadhaar number at age 5?

No. The 12 digit Aadhaar number is permanent from birth and never changes. The mandatory biometric updates at ages 5 and 15 only add fingerprints, iris and a fresh photograph to the existing number; they do not replace it.

Parents can also order a durable Aadhaar PVC card for the child for Rs75 through the myAadhaar portal. For the full process, check the Order Aadhaar PVC Card Online guide.
