HMNEH, which has been implemented since 2003-04, follows a cluster approach with backward and forward linkages for all the North Eastern states including Sikkim and the Himalayan states of Jammu and Kashmir, Himachal Pradesh and Uttarakhand.

The main objectives of the scheme are to promote holistic growth of horticulture with region specific strategies, encourage aggregation of farmers into Farmer Interest Groups (FIGs), Farmer Producer Organisations (FPOs) and Farmer Producer Companies (FPCs), improve productivity through quality planting material and micro irrigation, support skill development and create employment for rural youth in cold chain and post harvest management.

MIDH works in convergence with other schemes such as Rashtriya Krishi Vikas Yojana and also promotes new programmes like the Clean Plant Programme, Horticulture Cluster Development Programme and Bharat GAP certification. The mission structure runs from the national General Council and Executive Committee to the State Level Executive Committee and District Mission Committee in Meghalaya.

The scheme offers financial support for a wide range of horticulture activities through grant-in-aid, subsidised inputs and field demonstrations. Farmers in Meghalaya can get help for:

  • Production of quality planting material through large and small nurseries, tissue culture units and high tech plug type nurseries which supply certified plants to farmers.
  • Area expansion with improved varieties of fruits, vegetables, spices, flowers, aromatic and medicinal plants, including high density and ultra high density orchards.
  • Rejuvenation of old or senile plantations, canopy management and gap filling with new plants for better productivity.
  • Creation of water sources such as community tanks, farm ponds, tube wells, bore wells and flexible water storage tanks for irrigation support.
  • Protected cultivation with poly houses, shade net houses, plastic tunnels, anti hail and anti bird nets, mulching and hydroponics or aeroponics systems.
  • Beekeeping, horticulture mechanisation with power tillers and sprayers, organic farming, integrated nutrient and pest management and Bharat GAP certification.
  • Post harvest management infrastructure like pack houses, cold storage, ripening chambers, refrigerated vans and market infrastructure for better returns.

Assistance rates are higher in North Eastern and Himalayan states. For example, area expansion support is 50 percent for most fruit crops in Meghalaya against 40 percent in general states, and post harvest infrastructure receives 50 percent back ended subsidy against 35 percent in general areas.

Eligibility

Candidates should meet the following conditions to apply under the scheme:

  1. Applicant should be a permanent resident of Meghalaya.
  2. Applicant should be a bonafide farmer who is actively engaged in agriculture or horticulture.
  3. Applicant should own or lease at least 0.2 hectares of land. For example, if Ramesh owns 0.3 hectares of land, he is eligible to apply for support under this scheme.
  4. Farmer groups such as FIGs, FPOs, FPCs, self help groups and cooperatives registered with the district mission committee can also apply for group based components.
  5. Women farmers, scheduled caste and scheduled tribe farmers and beneficiaries of vibrant villages get priority in allocation of targets during approval of the annual action plan.

Application Process

Applications are accepted offline through the district horticulture offices, CD blocks and horticulture circles. The process is simple:

STEP 1 - Prepare a formal application on plain paper mentioning the required component, area of land, crop details and the estimated cost of the proposed activity.

STEP 2 - Attach clear copies of the required documents such as identity proof, land record, bank passbook and passport size photograph, and self attest them where needed.

STEP 3 - Submit the signed application to the nearest Horticulture Development Officer at the local CD Block or Horticulture Circle, or through the district mission committee under the Department of Agriculture and Farmers Welfare, Government of Meghalaya.

Beneficiaries are selected on first come first served basis after the proposals are examined by the district and state level committees. Funds are paid to the bank account of the beneficiary through electronic transfer wherever DBT is applicable under the scheme.
