Rashtriya Gokul Mission (RGM) guidelines are available to download in PDF format at dahd.gov.in. The Rashtriya Gokul Mission is being implemented since December 2014 for development and conservation of indigenous bovine breeds, genetic upgradation of the bovine population, and improvement of milk productivity and production. The scheme is important in improving milk production and productivity of bovines to meet the growing demand for milk and making dairying more remunerative to the rural farmers of the country.

Rashtriya Gokul Mission is being continued under the umbrella scheme Rashtriya Pashudhan Vikas Yojna. The Cabinet approved the revised Rashtriya Gokul Mission in March 2025 with an additional outlay of ₹1000 crore, taking the total outlay to ₹3400 crore during the 15th Finance Commission cycle from 2021-22 to 2025-26. The Department of Animal Husbandry and Dairying has also issued administrative approval for implementation of the revised Rashtriya Gokul Mission during 2026-27.

Rashtriya Gokul Mission 2026

The revised Rashtriya Gokul Mission will result in improved productivity and benefit of the programme, reaching all cattle and buffaloes of India especially with small and marginal farmers. This programme will also benefit women in particular since over 70% of the work involved in livestock farming is done by women.

Objectives of RGM Scheme

Here are the important objectives of Rashtriya Gokul Mission (RGM):-

• To raise productivity of indigenous bovine breeds through identification and propagation of elite animals of indigenous breeds under the National Milk Recording Programme.
• To create a National Milch Herd of high genetic merit animals which consists of donors and propagation of elite animals through use of modern reproductive bio techniques.
• To mainstream the use of modern breeding methods such as sex sorted semen, IVF technology and genomics for improving productivity of bovines at the farmer level.
• To improve Artificial Insemination coverage through delivery of Artificial Insemination services at the farmer's doorstep.

Funding Pattern for RGM Scheme

All the components of the RGM Scheme are implemented on a 100% grant-in-aid basis except the following components:-

• Promoting sex sorted semen under the component, with support up to 50% of the cost of sex sorted semen made available to participating farmers.
• 3% interest subvention on the loan taken by the farmer from milk unions, financial institutions or banks for induction of high genetic merit (HGM) IVF born heifers.
• One-time support of 35% of the capital cost for establishment of housing facility and induction of heifers in Heifer Rearing Centres to implementing agencies.

Components of RGM

All the components of Rashtriya Gokul Mission are described here:-

• Availability of high genetic merit germplasm, which includes support to semen stations, bull production programme, progeny testing, pedigree selection, genomic selection, production of bulls through embryos, import of bulls or equivalent number of embryos, and the National Milk Recording Programme.
• Support to field AI network, which includes induction of Community Resource Persons or Multi-Purpose AI Technicians in Rural India (MAITRIs) and strengthening of existing AI centres.
• Extension of AI coverage, which includes the Nationwide AI programme (NAIP) and promotion of sex ratio semen or accelerated breed improvement programme using sex ratio semen.
• Skill development, implementation of National Digital Livestock Mission (Bharat Pashudhan), farmers awareness, establishment of Heifer Rearing Centres, and interest subvention to farmers on loan for purchase of high genetic merit heifers.
