Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was passed by the Indian Parliament on 23rd August 2005. It gave a legal right to at least 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work. After nearly two decades, this law has been replaced by the VB-G RAM G Act, 2025, which raises the guarantee from 100 days to 125 days in a financial year.
VB-G RAM G Scheme Objectives
The core objectives of the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) scheme are:-
- Providing not less than one hundred and twenty five days of unskilled manual work as a guaranteed employment in a financial year to every household in rural areas as per demand, resulting in creation of productive assets of prescribed quality and durability;
- Strengthening the livelihood resource base of the poor;
- Proactively ensuring social inclusion and
- Strengthening Panchayati Raj Institutions.
Key Changes Under VB-G RAM G
The new Act brings several changes over the old MGNREGA. The most important is the increase in the guaranteed work days from 100 to 125 days in a financial year. This gives rural households more income security and helps reduce distress-driven migration.
Employment creation is now linked to four priority areas. These are water security through water-related works, core rural infrastructure, livelihood related infrastructure, and special works to reduce the impact of extreme weather events. All assets created are added to the Viksit Bharat National Rural Infrastructure Stack, and planning is done through Viksit Gram Panchayat Plans.
Wages are paid on a weekly basis or within a fortnight of the work done. A daily unemployment allowance becomes payable after 15 days if work is not provided, with the liability resting on the States. The act also raises the administrative expenditure ceiling from 6 per cent to 9 per cent to support better staffing and training.
