Uttar Pradesh government is running Chief Minister Apprenticeship Promotion Scheme (CMAPS) to give on-job skill training to educated youth and link them with definite employment for a fixed period. CMAPS is one of the three skill schemes announced by UP government along with Kaushal Satrang Scheme and Yuva Udyamita Vikas Abhiyan (YUVA). Uttar Pradesh government started the CM Apprenticeship Promotion Scheme for class 10th, 12th and graduation students. UP govt to Train over 80,000 Youths under CMAPS (Update as on 27 February 2021)

A campaign led by CM Yogi Adityanath led Uttar Pradesh govt. will provide training to over 80,000 youths under the Chief Minister Apprenticeship Promotion Scheme. In the year 2022, around 86,000 youth will be imparted apprenticeship training in the government, non-government, cooperative, corporation, and private industries under this scheme. A training allowance of Rs 2,500 will be given to the youth during the training period. The work of establishing the government's vision of creating youth hubs in every district of the state is being done by the department through this scheme.

As many as 50,000 youths will be trained under the various schemes run by the Department of Micro, Small, and Medium Enterprises (MSME) under CMAPS Scheme to make the state's youth self-reliant and self-sufficient. Along with industrial development and MSME, efficiency training will be imparted to 37,000 youth in 18 more departments of the state. The training will be enhanced to 5,000 youth of the Health and Family Welfare Department, 1,000 in the Urban Development Department, 5,000 in the Irrigation Department, and 2,000 in the Secondary and Higher Education Department.

Stipend Increase and Expansion to All Graduates

In August 2023, the UP cabinet under the chairmanship of CM Yogi Adityanath approved the expansion of the Chief Minister's Apprenticeship Promotion Scheme (Higher Education) to include all graduate pass youth. Earlier, the scheme was only for engineering and technical diploma and degree holders. Now, diploma and degree holders from all university faculties like BA, BSc, BCom and more can join.

The stipend amount was also increased to Rs 9,000 per month. In this, Rs 4,500 is given by the central government, Rs 3,500 by the training institutes, and Rs 1,000 is reimbursed by the state government. The state government has made a provision of Rs 100 crore for this in the budget and the education department has been made the nodal department for this.

Through the scheme, private sector institutions are encouraged to employ more and more non-technical diploma holder and degree holder youth as trainees. Under the scheme, non-technical diploma holders and graduate youth of the state get employment for one year, while private and government institutions get skilled personnel.
