West Bengal Incentive Scheme for Approved Industrial Park (SAIP) for MSMEs: Reimbursement of Stamp Duty is a targeted financial program that lowers the upfront cost for developers. Its main aim is to help Special Purpose Vehicles (SPVs) reclaim the stamp duty paid when they register land documents required for setting up industrial parks.
West Bengal Incentive Scheme for Approved Industrial Park for MSMEs - Update
The original SAIP 2020 scheme was launched on 16th September 2020 by the Department of Micro, Small & Medium Enterprises and Textiles, Government of West Bengal, and remained in force for 5 years. West Bengal Small Industries Development Corporation Ltd. (WBSIDCL) acts as the nodal organization running the scheme.
West Bengal has now approved the West Bengal Incentive Scheme (WBIS) 2026 for Micro, Small and Medium Enterprises to promote industrial growth, employment generation and balanced regional development. The new scheme comes into effect from 1st October 2026 and stays operational for five years until 30th September 2031, unless changed or withdrawn earlier by a government notification.
Under WBIS 2026, existing eligible MSMEs taking up approved expansion projects can get reimbursement of stamp duty and registration fees along with capital subsidy, power subsidy, electricity duty waiver and incentives for water conservation and environmental compliance. Clusters of at least five MSMEs in government approved industrial parks, with a minimum investment of ₹250 crore and direct employment of at least 500 workers, can also get infrastructure support capped at ₹5 crore per cluster.
