Uttar Poorva Transformative Industrialization Scheme, also known as UNNATI, is a central government scheme run by DPIIT under Ministry of Commerce and Industry. It gives financial incentives to manufacturing and service businesses in the North Eastern Region to attract fresh investment and create local jobs. The scheme carries a total outlay of ₹10,037 crore and stays in force from financial year 2024-25 to 2033-34.

New unit registration opened on 09 March 2024 and closed on 31 March 2026. Units that registered before the last date can still apply for incentives during the scheme period. Approved incentives are paid directly to the unit's bank account through NEDFi, the North Eastern Development Finance Corporation Limited.

Uttar Poorva Transformative Industrialization Scheme - Overview

UNNATI works across all eight states of the North East: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. It covers both new units and existing units going through a substantial expansion. The scheme gives support under three heads: Capital Investment Incentive, Central Capital Interest Subvention Incentive, and Manufacturing and Services Linked Incentive.

DPIIT is the main department that handles the scheme, while District Industries Centres (DIC) check the applications and NEDFi makes the payments. Registration is free and fully online, and the complete process is explained in the General Operational Guidelines released for UNNATI 2024.

Benefits

UNNATI offers three main financial benefits. The amount depends on which zone the unit is located in, with Zone B getting a higher share for newer or less developed areas.

Incentive Type Zone A Benefit Zone B Benefit
Capital Investment Incentive 30% of eligible P&M 50% of eligible P&M
Capital Interest Subvention 3% for 7 years 5% for 7 years
Manufacturing and Services Linked Incentive 100% Net GST 100% Net GST

For example, if a business starts a manufacturing plant in a Zone B area, it gets a 50% incentive on its plant and machinery cost, which helps the unit expand faster. A single unit can get a maximum of ₹250 crore from all components of the scheme combined.

Eligibility

Eligibility depends on the sector and the size of the investment. Manufacturing units need a minimum of ₹1 crore in plant and machinery. Service sector units need a minimum of ₹50 lakh in construction of building and other durable physical assets. Micro industries need ₹50 lakh for both manufacturing and service sectors.

Applicants must hold a valid legal entity status and keep proper documents ready, including a registered land or lease deed, correct GST records, a Detailed Project Report (DPR) and a Bank Appraisal Report (BAR). Units making products listed in the negative list of the scheme notification do not qualify. Also, a unit already getting the same incentive from another central government scheme cannot claim it again under UNNATI.

Registration and Application Process

New unit registration under UNNATI closed on 31 March 2026. Units already registered can continue to apply for incentives through the claim process. The whole system is online and free.

STEP 1 - Visit the official portal at unnati.dpiit.gov.in and click on the login button at the bottom of the homepage.

STEP 2 - Click on the sign up option and create a username and password using a valid email ID and mobile number. An OTP is needed every time you log in to the portal.

STEP 5 - Once a claim is approved, the incentive is paid by NEDFi through bank transfer to the unit's account. The approval certificate can also be downloaded from the portal.

Apart from this scheme, NEDFi also runs other support schemes for the region, such as the NEDFi Atmanirbhar Hastshilpkar Scheme for artisans of the North East.
