Telecom Technology Development Fund helps bridge the gap between research and market rollout by giving the required capital to organizations working on new products. The focus areas of the fund include 5G and 6G technologies, Internet of Things (IoT), optical communications, satellite communication, quantum communication, indigenous core networks, and open RAN.

The impact of this scheme is measured by the growth in successfully commercialized products, the creation of valuable intellectual property, and the rollout of new technologies in rural networks. As on 10 December 2025, 136 projects worth Rs 542.22 crore had been approved to different IITs, NITs, MSMEs, startups, and research institutions. By the same date, 26 patents had been filed, 36 contributions had been made for telecom standards, and 48 publications had come out in journals and conferences.

Eligibility

To qualify for support, an applicant must be one of the following Indian entities.

  • Startups or MSMEs working on telecom products and technologies.
  • Academic institutions such as IITs, NITs, and universities.
  • R&D institutions, Section 8 companies, or government-affiliated entities like PSUs and SPVs.
  • Collaborative consortiums involving any of the above entities.

For pilot projects, an applicant is expected to partner with relevant stakeholders like a PSU or a Telecom Service Provider. For pilot applications, a minimum Technology Readiness Level (TRL) of 7 is required.

Exclusions

To make sure public funds benefit the local ecosystem, applicants should note the following points.

  • A domestic company must keep its 'Domestic Company' status for at least two years after project completion.
  • If a foreign entity acquires a majority stake within this two-year period, the grant principal amount received must be repaid twice.

Application Process

Applications are submitted online through the official portal. The steps are given below.

STEP 1 - Visit the official portal at ttdf.usof.gov.in and go to the open application section to start a new proposal.

STEP 2 - Create an account or log in on the portal and fill in the details of the applicant and the project.

STEP 3 - Upload the required documents, including the project plan, technical details, and organization information.

STEP 4 - Submit the proposal. The authorities will carry out a preliminary screening of the application.

STEP 5 - The proposal will go through a detailed review by the Technical Evaluation Committee and then a further examination by the Administrative Committee.

STEP 6 - Once the Competent Authority gives final approval, the project is assigned to an implementation agency, and fund payment happens in stages with regular monitoring of progress.
