Student Housing Scheme for Students with Disabilities Details
Scheme is run by Social Welfare Department, Government of Chhattisgarh. Idea is simple. Many divyang students clear class 12 but cannot join a good college because hostel seats are not available or the hostel building is not friendly for them. So instead of building new hostels everywhere, the department rents a normal house in the city, keeps a small group of students in it, and pays the rent, electricity and building charges itself.
Rent is fixed as per the rates decided by the Rent Control Authority for that city, with a monthly upper limit. Payment is made to the house owner by NEFT, RTGS or DBT, so students do not have to arrange the money first and claim it later. Students studying outside Chhattisgarh are also covered, as long as they are from Chhattisgarh.

Benefit Amount as Per City Category
Rent limit is not the same everywhere. Bigger the city, higher the limit, because house rent in a district headquarter and in a small town is never equal. Limit given below covers rent plus electricity and other building charges, so students pay nothing from their pocket for the house.

House is taken on an agreement with the owner. Once approval is given, a copy of that agreement is also sent to the local police station, and a monthly check is done to see that the students are really staying there.
Who Can Apply
Rules for this scheme are strict on two points, disability percentage and distance from home. Read the conditions below before preparing papers, because a group application gets rejected if even one student does not fit.
- Student should be a resident of Chhattisgarh and should have a disability certificate showing 40 percent or more disability, issued by the medical board.
- Student should have passed the Higher Secondary examination and should be studying as a regular student in a college, polytechnic college or ITI.
- College or institute should be more than 20 kilometres away from the student's own home address, and this distance has to be certified by the Sarpanch, Panch, Panchayat or the municipal body.
- Attendance has to stay regular. A student who fails in an academic session is not kept in the scheme for the next year.
One more thing worth remembering. If a student does not stay in the house for two months in a row, the approval is cancelled and a fresh application with a proper reason has to be given again.
How to Apply for Student Housing Scheme
Application is offline. There is no online form for this scheme right now, so the whole file has to be submitted in the district office. Steps are given below.
STEP 1 - Make a group of up to five divyang students who are studying in a college, polytechnic or ITI in the same city. A single student can also apply, but the department normally settles a group in one house.
STEP 2 - Write a joint application on plain paper with the full bio data of every student in the group, along with the course name, institute name and the address of the house you plan to take on rent.
STEP 3 - Attach a regular student certificate signed by the principal or head of the institute for each student, plus the disability certificate and residence certificate of each one.
STEP 4 - Get the distance certificate from your Sarpanch, Panch, Nagar Panchayat or Municipal Council saying the institute is more than 20 kilometres from your home.
STEP 5 - Submit the complete file at the district office of the Joint Director or Deputy Director, Social Welfare. Keep a receipt of submission with you.
STEP 6 - Apply again at the start of every academic year, because approval is given for one year at a time.
What Happens After Applying
File goes to the Joint or Deputy Director of Social Welfare in the district, who checks the papers and sends it to the Collector for approval. A decision normally comes within 30 days. After approval, a rent agreement is signed with the house owner, and the department starts paying the monthly rent directly to the owner's bank account.
