Financial Incentive on Incremental Sales

Applicants receive an incentive for incremental sales of eligible millet-based products. The formula is: Incremental Sales × Applicable Rate of Incentive. Incremental sales mean figures above the base year (FY 2020-21 for initial years).

Incentive Rates

The incentive rate is 10% during the initial years and reduces to 8% in the later years, based on the financial year of the claim.

Maximum Incentive Limit

There is a cap on the total incentive a single entity can claim during the scheme period.

  • Large Entity: up to ₹100,00,00,000 during the scheme period.
  • MSME: up to ₹40,00,00,000 during the scheme period.

Product Eligibility

The incentive applies to packaged and branded Ready-to-Cook or Ready-to-Eat products containing more than 15% millet content by weight or volume. Primary products such as de-husked grains, polished grains, and millet flour are not covered.

Performance Requirements

Applicants must achieve a minimum 10% Compound Annual Growth Rate (CAGR) in sales. Failure to meet this growth rate for a specific year means no incentive payout for that year. The incentive is paid through Direct Bank Transfer (DBT) using the Public Financial Management System (PFMS) within 60 days of claim approval.

Eligibility

The following conditions must be met to apply for the scheme.

  1. Applicants must meet the minimum sales threshold for food products in the base year, as listed in Appendix B of the guidelines.
  2. MSMEs must hold a valid Udyam Registration Certificate.
  3. Manufacturing of eligible products must happen in India.
  4. Applicants must achieve a minimum 10% CAGR in sales of eligible products.
  5. New intended products must be declared during the initial application submission.
  6. The entire manufacturing chain for eligible products, from raw material to finished goods, must happen in India, excluding additives, flavors, and edible oils.
  7. Applicants, promoters, and directors must not appear on the CIBIL or SEBI debarred lists for wilful defaults or fraud.

Application Process

Applications are received online through the official portal. The steps to apply are given below.

STEP 1 - Wait for the official Expression of Interest (EOI) release by the Ministry.

STEP 2 - Go to the official portal at https://plimofpi.ifciltd.com.

STEP 3 - Fill the application form with project proposals and project details.

STEP 4 - Upload all required supporting documents.

STEP 5 - Give details about ownership or contract manufacturing sites.

STEP 6 - Submit an undertaking for audit consent.

STEP 7 - Pay the non-refundable application fee via NEFT/RTGS: ₹1,00,000 for Large Entities or ₹10,000 for MSMEs.

STEP 8 - Submit the application online before the deadline.

STEP 9 - The PMA carries out a 15-day examination, followed by evaluation and recommendation to the Ministry for final approval.
