The program, notified by the Directorate of Social Welfare, covers occupations such as motorcycle pilots, fogeri, toddy tappers, chanekar and khajekar, along with other traditional businesses.

Eligible people can now apply online on the Chief Minister Welfare Portal at cmwelfare.goa.gov.in, which digitises the whole process from application to payment. Those who prefer the offline route can submit the prescribed form in Annexure-I to the Block Development Officer (B.D.O.) of their Taluka.

Eligibility

For proof of the traditional activity, valid registration certificates from the competent authorities are accepted. If such documents are not available, an affidavit sworn before an Executive Magistrate or Notary Public, stating the nature of the traditional activity and its duration, can be submitted.

Exclusions

A person is not eligible for this scheme if they already receive a monthly allowance from the Dayanand Social Security Scheme, Kala Sanman Scheme or any other similar government-funded monthly welfare program.

Application Process

Eligible people can apply online on the Chief Minister Welfare Portal at cmwelfare.goa.gov.in. The applicant has to register on the portal with basic details, log in, fill the online application form, upload the required documents and submit it for verification.

STEP 1 - Go to the Chief Minister Welfare Portal at cmwelfare.goa.gov.in and register with the basic personal details.

STEP 2 - After registration, log in to the portal and fill the online application form for this scheme.

STEP 3 - Upload all the required documents on the portal as per the scheme and submit the application for verification.

For the offline route, download and print the prescribed application form, fill in all details accurately, attach self-attested copies of the required documents and submit the completed form to the Block Development Officer (B.D.O.) of the Taluka. The B.D.O. verifies the details through a field assistant and recommends eligible applications to the Director of Social Welfare. A Sanctioning Committee chaired by the Minister for Social Welfare carries out the final review.

• 15 years residence certificate issued by the Mamlatdar of the concerned Taluka.
• Income certificate from the competent authority.
• Attested copy of birth certificate or age proof.
• Attested copy of Aadhaar Card.
• Ration Card.
• Registration documents proving the traditional business activity, such as for motorcycle pilots, fogeri, toddy tappers, chanekar or khajekar.
• Attested copy of bank passbook showing IFSC and MICR details.
• Medical certificate from a registered practitioner confirming fitness for the traditional work.
• Affidavit for declaration of the traditional occupation if formal registration documents are not available.

Motorcycle pilots must also provide the following:

• Attested copies of vehicle ownership documents such as the Registration Certificate, insurance and fitness certificate.
• Attested copy of the driving license, pilot badge and a valid permit issued by the competent authorities.
