Investment Promotion Scheme (IPS) for MSME Sector: Assistance for Quality Certification is a dedicated scheme run by the Department of Industries, U.T. Administration of DNH & DD. It supports MSMEs in getting the required quality certifications so they can bring better products into competitive markets.
This works as a sub-scheme under the wider Investment Promotion Scheme (IPS) for the MSME sector. It was first launched on 3rd July 2015 for a five-year term, then extended from 20th May 2022. The current phase, IPS 2022 to 2027, stays valid from 20 May 2022 to 19 May 2027.
Objective of Investment Promotion Scheme (IPS):
The scheme gives incentives and support to MSMEs so they can handle market challenges well. It encourages business growth, supports women's participation in entrepreneurship, lowers unemployment among local people, and pushes industries to employ resident workers.
Objective of Assistance for Quality Certification:
Eligible industries get support to obtain certifications that raise quality standards and market competitiveness. These certifications improve product demand and support long-term business stability. Manufacturing MSMEs can claim this assistance.

Benefits
The following financial incentives are available under this scheme:

Eligibility
To qualify for this support, the following criteria should be met:
- The unit should be a new or existing manufacturing or service unit in the MSME sector that plans to undergo expansion or diversification.
- The unit must have started commercial production between 20.05.2022 and 19.05.2027.
- The unit must be located within the Union Territory of Dadra and Nagar Haveli & Daman and Diu.
- Certificates should be obtained from bodies registered with the National Accreditation Board for Certification Bodies (NABCB).
- The application should be submitted within one year from the date the certificate is issued.
Exclusions
This incentive is not available if the certification is mandatory under statutory provisions.
Application Process
Applications can be made online through the Single Window Portal as well as the National Single Window System (NSWS) portal. The steps below explain how to apply.
STEP 1 - Visit the Registration page of the Single Window Portal and enter the required details, then click Register.
STEP 2 - Verify the email address using the confirmation link sent to the inbox or spam folder, and enter 111111 as the OTP to verify the mobile number. Login details are then sent to the email.
STEP 3 - Go to the Login page and log in using the registered mobile number and the PIN sent to the email.
STEP 4 - Open the Departments & Services tab on the menu bar, select District Industries Centre DD & DNH, and choose the option to apply for Investment Promotion Scheme: 2022 to 2027.
STEP 5 - Fill out the Common Application Form with the required details, upload the documents, review the application and click Submit. Applications for IPS 2022 can also be filed through the NSWS portal.
