Parliamentary report shows a gap in funding for renewable energy. For the 2026-27 year, Ministry of New and Renewable Energy asked for ₹45,806.61 crore. Finance Ministry gave ₹32,914.67 crore. Committee members pointed out that some schemes, like PLI Scheme for High Efficiency Solar PV Modules, do not have specific funds for the first half of the year.

Energy Project Challenges

Delays affect many projects. Green Energy Corridor scheme faces land and forest clearance problems. Meanwhile, PM Surya Ghar saw more people joining. Monthly installs hit 2 lakh by January 2026. This happened even with past problems in subsidy payments and coordination. Government is also planning the next phase of PM-KUSUM to solve rollout issues.

Bihar is starting a plan to put rooftop solar panels on 1.67 crore homes. This plan will help lower the state's annual electricity subsidy bill of ₹23,000 crore. By making power locally, the government wants to manage rising electricity demand, which recently reached 9,426 MW.

The rollout happens in phases. The first phase covers 5 lakh homes by November 2026, with plans to reach 50 lakh families within two years. Under PM Surya Ghar scheme, central subsidies from ₹30,000 to ₹78,000 are available. For families who cannot pay the cost upfront, the state is setting up low-interest bank loans. Also, over 2.5 lakh Kutir Jyoti families will get free 1.1 kW solar plants, with the state paying the rest of the cost.

Expanding solar power

Aside from homes, Bihar is spending ₹2,866 crore on solar projects in Lakhisarai. It is also building floating solar plants on different water bodies to reach a total capacity of 4,000 MW.

Solar energy use is growing in Jammu and Kashmir. By August 2026, PM Surya Ghar: Muft Bijli Yojana reached 85,908 applications from residents. So far, 39,160 installations are complete. Many people want to join, but DISCOMs need to finish work faster to close the gap between applications and completed units.

Financial Support Details

Money help is reaching people. Over 24,308 loans totaling 437.34 crore rupees have been provided for setting up systems. This money helps both families and contractors. Better execution by local offices is the main way to change these pending applications into working solar power units soon.

Assam has started sending interim relief funds to families hit by recent floods. Chief Minister Himanta Biswa Sarma confirmed the first payment of ₹15,000 reached the bank accounts of nearly 75,000 households in four districts. This payment is part of a total ₹75,000 support package to help people rebuild their lives.

Support and relief measures

The state is waiving electricity charges for up to 300 units for July 2026 in Sivasagar and Charaideo districts, similar to benefits under the PM Surya Ghar Solar Rooftop Subsidy Yojana. Also, land revenue payments are skipped for one year in these areas. The government plans to release another ₹10,000 for the most affected families soon.

Along with cash, the state is providing financial aid for livestock loss, damaged handlooms, and help to fix schools and Anganwadi centres. Payments will continue until August 5, 2026.

TPCODL (Tata Power Central Odisha Distribution Ltd) completed over 50,000 rooftop solar installations through PM Surya Ghar Yojana. Khurda and Cuttack districts drove this success, making up nearly half of the total setups.

## Solar energy growth in Odisha

The company links this growth to public information campaigns like Mo Chhata, Mo Sanchaya and the Solar Rath campaign. TPNODL also grew, adding 36.18 MW of green power between April and June of FY27. Balasore circle saw the most growth with 6,449 new setups. These efforts help Odisha reach clean energy goals by giving sustainable electricity to more families.

Gopalganj District Magistrate Sameer Saurabh has ordered local banks to handle applications for PM Surya Ghar Yojana carefully. He stated that staffers must not reject solar rooftop loan requests without a legal reason. Officials are working to help eligible families get their benefits without delay.
