Godhan Nyay Yojana, launched by Government of Chhattisgarh on 20 July 2020, buys cow dung directly from cattle owners at ₹2 per kg to support organic manure production and rural income. The scheme is still going strong in 2026 and has been expanded with a new Gaudham Yojana for cattle welfare and fodder support.
The state government runs this cow dung purchase programme through gauthans, the village cattle shelters, where the dung is turned into vermicompost and organic manure. Local women self-help groups manage this work, so the scheme creates jobs in the villages while helping farmers move away from chemical fertilisers.
Godhan Nyay Yojana - Introduction
Government of Chhattisgarh started Godhan Nyay Yojana on 20 July 2020. Under this scheme the state buys cow dung from cattle rearers and processes it into organic fertilisers. The main aim is to give cattle herders a steady income, control open grazing, reduce chemical fertiliser use and create local employment.
Cow dung is collected at the gauthans and converted into high-quality vermicompost and natural paint. The organic manure is later sold to farmers at affordable rates, and the money from these sales is shared with the gauthan committees and self-help groups.
In 2026 the programme has grown further. On 14 March 2026 Chief Minister Vishnu Deo Sai opened 29 new Surabhi Gaudham cattle shelters across 11 districts and laid the foundation of the state's first large cow sanctuary at Jogipur in Bilaspur, spread over 184 acres.

Gaudham Yojana 2026 Update
Alongside Godhan Nyay Yojana, the Chhattisgarh government launched Gaudham Yojana in March 2026 to improve cattle welfare. Under this new addition, registered gaushalas receive direct financial support for cattle feed, starting at ₹10 per animal per day in the first year and rising to ₹35 by the fourth year.
The government also gives an annual grant of ₹47,000 per acre, up to 5 acres, to support green fodder cultivation in the new Gaudhams. These steps make sure that no stray cattle goes hungry and that the cow dung purchase programme keeps working smoothly.
