Deen Dayal Swasthya Seva Yojana (DDSSY) is the health insurance scheme of the Goa government that gives cashless medical cover to every resident who has lived in Goa for five years or more. The scheme works at government and empanelled private hospitals and covers hospitalization, surgeries and treatment under 447 medical procedures.

Goa government has increased the coverage under this scheme in 2026. As per the latest notification dated 29 May 2026, a family of up to three members now gets annual cover of ₹4 lakh and a family of four or more members gets annual cover of ₹6 lakh. New registration and renewal for the 2026-27 period are being accepted online on the Goa Online portal.

Deen Dayal Swasthya Seva Yojana - Introduction

Deen Dayal Swasthya Seva Yojana was rolled out by the Government of Goa with effect from 1 September 2016 to provide universal health cover through insurance for the entire resident population of the state. The scheme is managed by the Directorate of Health Services, Goa, and benefits are given on a cashless basis at government and empanelled private hospitals.

The main aim of the scheme is to protect families from high treatment costs by covering secondary and tertiary medical and surgical procedures that need hospitalization. Family members can use the insurance cover individually or together, and one family gets one DDSSY card. As of August 2026, the scheme continues to accept new enrollments and renewals for the 2026-27 policy period.

DDSSY gives cashless health cover up to the annual limit for each family. The 2026 notification has increased the annual coverage as follows:

Under no case will a claim exceed ₹6,00,000 in a year. A family can also buy higher cover directly from the insurance company by paying extra premium, and this does not affect the government benefits.

The scheme covers 447 medical procedures. It also includes medication for chronic lifestyle diseases like diabetes and hypertension up to ₹15,000 per year, medication for debilitating disorders such as epilepsy, multiple sclerosis and cerebral palsy, mental health and Ayurveda hospitalization at government hospitals, and high-end diagnostics on referral from government hospitals. OPD and primary care continue to be free at GMC and DHS establishments.

Eligibility

Check the following conditions before applying for DDSSY:

• Residency: The eligible person should be a resident of Goa and should have lived in the state continuously for at least five years. Residence proof must clearly show the issue date.
• Family definition: Family means the spouse, unmarried children, and dependent parents or in-laws. In-laws are included when the eligible person is female. This family unit cannot be split.
• Exclusion: Central and state government employees covered under CSMA for medical reimbursement are not eligible under DDSSY.

Application Process

New enrollment and renewal are done online through the Goa Online portal. Offline help is also available through the facilitation office at Shrama Shakti Bhavan, Panaji.

Steps for new enrollment:

STEP 1 - Open the Deen Dayal Swasthya Seva Yojana New Enrollment page on goaonline.gov.in and register with email, mobile number, name and address. Complete the OTP verification and log in.

STEP 2 - Fill in the details of the eligible person or head of the family, then add the details of each family member.

STEP 3 - Add the residence proof of the eligible person. The residence proof must be of minimum 5 years, without which the application will not be considered. Self attest all uploaded documents.

STEP 4 - Attach the Aadhaar card of every family member above the age of 5 years. For minors without Aadhaar, attach the birth certificate. If you want a concession on the registration fee, provide caste and income details.

STEP 5 - Pay the registration fee online. The fee is ₹200 for a family of 3 or less members and ₹300 for a family of 4 or more members. OBC (non creamy layer), SC/ST and differently abled eligible persons get a 50% concession on submission of proper documents.

STEP 6 - Note down the acknowledgment number after payment and use it for tracking. The DDSSY e-card can be downloaded only after verification and approval, and the physical card has to be collected from the respective office within 30 days.

Steps for renewal:

STEP 1 - Log in at goaonline.gov.in. New users should first register through the Goa Online registration page.

STEP 2 - Open the services menu, go to All Services, choose DDSSY and select Deen Dayal Swasthya Seva Yojana - Renewal.

STEP 3 - Only a member of the DDSSY card can renew it, because non members cannot renew the card. Enter the DDSSY card number and search for member details.

STEP 4 - Generate the OTP on the registered mobile number and validate it. If renewing with updates, fill the mandatory fields and upload the relevant documents.

STEP 5 - Pay the applicable fees and note down the acknowledgment number for tracking. If the application is marked for compliance, complete it within 30 days or by the end of the policy period, whichever is earlier.

Keep the following documents ready before starting the application:

• Aadhaar card or enrolment slip for every family member above 5 years of age. This document is compulsory.
• Residence proof of the eligible person: Passport, Residence Certificate, Voter ID, Driving License, or Aadhaar card issued at least 5 years ago in Goa. The issue date should be visible.
• Ration card to define the family. If the ration card is not available, attach the marriage certificate for the spouse, birth or school leaving certificate for dependent children, and a declaration that dependent parents or in-laws are not employed.
• For OBC (non creamy layer) applicants: Caste certificate from the deputy collector and income certificate showing income below ₹6,00,000 per annum.
• For SC/ST applicants: Caste certificate issued by the Directorate of Tribal Welfare or deputy collector.
• For differently abled applicants: Disability certificate from the medical board or Disability Identity Card from the Directorate of Social Welfare.
