Atma Nirbhar Pashu Palan Yojana (ANPPY) helps unemployed people, self-help groups, farmers' clubs and cooperative societies in Arunachal Pradesh by giving credit-linked financial support for livestock rearing during the year 2026-27. It works on building rural livelihoods in a sustainable way.
Atma Nirbhar Pashu Palan Yojana is a state scheme of the government of Arunachal Pradesh managed by the department of Animal Husbandry, Veterinary and Dairy Development. The scheme was launched in the year 2021 and is still open for new applications each year. For the financial year 2025-26, the district administration of Lohit invited fresh applications between 28 October 2025 and 14 November 2025, and the same cycle continues for 2026-27.
Atma Nirbhar Pashu Palan Yojana
The main aim of this credit-linked subsidy scheme is to help eligible farmers, self-help groups and registered societies start or expand dairy, poultry and piggery units. Instead of giving money directly, the scheme works through bank loans. The subsidy and collateral-free loan support make it easier for a new applicant to set up a livestock unit without heavy financial pressure.
Applicants need to apply in the prescribed format, and the selection is done by the District Level Implementation cum Monitoring Committee (DLIMC) headed by the Deputy Commissioner of the concerned district. Priority is given to farmers trained under the "Catch Them Young" scheme and to educated unemployed youths interested in livestock work.

Benefits
Under ANPPY, eligible applicants get loan-linked financial support to set up their livestock unit. An individual can get a collateral security free loan of up to Rs. 1,60,000 for setting up a unit, while self-help groups can get up to Rs. 10,00,000 on a collateral-free basis.
Along with the loan, the scheme provides a subsidy on the unit cost for units like poultry, dairy and piggery, which reduces the total cost the beneficiary has to bear. For the Entrepreneurship Development (ED) unit, the selected beneficiary must deposit 10 percent of the total project cost as the beneficiary share before the scheme can move forward.
Eligibility
The following people can apply for Atma Nirbhar Pashu Palan Yojana:
- Individual farmers who are unemployed and belong to the Arunachal Pradesh Scheduled Tribe (APST) category, with the age of a major and within the bank loan eligibility limits.
- Self-help groups promoted by the Arunachal State Rural Livelihoods Mission (ArSRLM), farmers' clubs, dairy cooperative societies (DCS), registered cooperative societies and farmers trained under the "Catch Them Young" scheme.
Applicants who already get benefits from other Atma Nirbhar schemes of the Agriculture, Horticulture or Fisheries departments need a no-objection certificate (NOC) from the concerned department while applying under ANPPY. Both the applicant and the guarantor must not be defaulters in any bank, and a veterinary officer physically verifies each application along with the land availability certificate.
Application Process
STEP 1 - Go to the official Atma Nirbhar Yojana application portal of Arunachal Pradesh at Atma Nirbhar Yojana portal and click on the Register Here link to create a user account with your full name, Aadhaar number, email ID and mobile number.
STEP 2 - Once registered, log in with the user ID and password you received and open the Atma Nirbhar Pashu Palan Yojana application form.
STEP 3 - Fill in the application form with accurate personal, land and project details and upload the required documents as listed below.
STEP 4 - Offline applicants can also collect the application form from the nearest veterinary officer, veterinary hospital or veterinary dispensary in their district and submit the filled form along with the document copies. Submit the completed application online or to the concerned officer before the last date.
