PM Devine scheme 2026 guidelines are available in PDF format on the official website of Ministry of Development of North Eastern Region (MDoNER) at mdoner.gov.in. PM-DevINE is short for Prime Minister's Development Initiative for North East Region, a fully funded Central Sector scheme for the development of the eight states of North East India.
The scheme was approved by the Union Cabinet on 12 October 2022 with a total approved outlay of ₹6,600 crore for the four year period from 2022-23 to 2025-26.
PM-DevINE supports infrastructure projects in the spirit of PM Gati Shakti, social development projects based on the felt needs of the North East, and livelihood opportunities for the youth and women of the region.
PM Devine Scheme 2026
PM-DevINE is a Central Sector Scheme with 100% central funding. The Ministry of Development of North Eastern Region administers this scheme through the North Eastern Council or through central ministries and agencies, and it covers all the eight states of the North Eastern Region.
PM-DevINE gives an end-to-end development solution rather than isolated small projects. It is made sure that the project support under this scheme does not get duplicated with any other scheme of MDoNER or of any other ministry. Money is given only for the projects which are not already covered under any other scheme of the central or state government.
As per the official data till 28 February 2026, 48 projects worth ₹6,044.32 crore have been sanctioned under PM-DevINE. These projects cover connectivity, power, social development and livelihood areas. Out of these, 3 projects have been completed with a total cost of ₹176.11 crore in the social and livelihood sectors.
Continuation of the scheme for the next Finance Commission cycle will be examined and decided as per the prescribed rules for appraisal and approval of government schemes. New projects are proposed and implemented by the concerned state governments and agencies on the basis of the need and identified gaps.

Objectives of PM Devine Yojana

How PM Devine Projects Get Sanctioned
PM-DevINE is not an individual benefit scheme that gives money directly to a person. It is a project based scheme in which states, central ministries and agencies put forward proposals, and the Ministry selects the best projects. The process follows a fixed order of steps.
STEP 1 - The State Level Empowered Committee (SLEC), headed by the Chief Secretary of the state, first checks the quality and priority of the proposed projects. The committee makes a priority list and sends the selected proposals to the Ministry of Development of North Eastern Region.
STEP 2 - The preliminary proposals are placed before the Empowered Inter-Ministerial Committee (EIMC) chaired by the Secretary, Ministry of Development of North Eastern Region. The committee examines the project viability and the socio-economic effect before recommending the project.
STEP 3 - After the selection, the Detailed Project Report (DPR) is prepared by the concerned agency. A known institute such as IIT, NIT or IIM does the technical and economic review of the DPR, and the SLEC gives its approval to the final proposal.
STEP 4 - The final proposal with all the required clearances, land availability certificate, non duplication certificate and sanction checklist is sent to the Ministry. After, MDoNER issues the Administrative and Financial Sanction (AFS), and the project agency has to award the work within six months.
