Delhi government's NEEEV Entrepreneurship Scheme gives students of government schools a hands-on way to learn business skills. Announced in the Delhi Budget 2025-26 with a ₹20 crore allocation, the scheme was officially launched on 18 September 2025 and now covers students of Classes 8 to 12. NEEEV replaces the earlier Business Blasters programme and increases the support for student groups from ₹2,000 per student to ₹20,000 per project.
NEEEV stands for New Era of Entrepreneurial Ecosystem and Vision. State Council of Educational Research and Training (SCERT), Delhi runs the scheme and trains Master Trainers so that teachers can guide students properly. A dedicated NEEEV section on the official SCERT website carries the scheme details, circulars and student manuals for Classes 8 and 12.
Students work through weekly entrepreneurship classes, speaker sessions called NEEEV Dialogue, and the Startup Stormers competition. Selected student groups get ₹20,000 per project to build prototypes or start a small business. The scheme also focuses on digital literacy, financial literacy and responsible use of AI.

How to Apply Online for NEEEV Entrepreneurship Scheme
NEEEV application process runs through the school and the official SCERT portal. Students do not apply directly; they join the scheme through their school with the help of the NEEEV School Programme Coordinator.
STEP 1 - Visit the official website at scert.delhi.gov.in and open the NEEEV section under Programmes. Schools can also check www.edudel.nic.in for circulars and guidelines.
STEP 2 - Read the latest NEEEV circulars and guidelines. Every participating school nominates one teacher as the NEEEV School Programme Coordinator, so talk to the coordinator to join.
STEP 3 - Form a student group and prepare a basic project idea. Group size and other rules are given in the school-level guidelines for the current session.
STEP 4 - For the Startup Stormers competition, teams register on the Startup Stormers digital platform through their school. Teams submit their project idea and take part in the ideation, prototype and pitching rounds.
STEP 5 - Keep the required documents ready, such as Aadhaar card, school ID card, passport-size photo and parent's permission letter. After the school submits the application, note down the application or reference number for later use.

What is Delhi's NEEEV Entrepreneurship Scheme?
NEEEV helps students understand how a business works while they are still in school. It is aligned with National Education Policy 2020 and National Curriculum Framework for School Education 2023, and it moves learning away from rote memorization toward project-based and experiential learning.
The curriculum builds skills like creativity, critical thinking, problem-solving, communication and leadership. Students learn to spot real-life problems, find solutions, prepare business plans and present their ideas. School-level activities are supported by a three-level system of councils: School Innovation Councils (SICs) in each school, Zonal Innovation Councils (ZICs) and District Innovation Councils (DICs) for guidance and monitoring.
Schools with Atal Tinkering Labs (ATLs) give students access to 3D printers, IoT kits, AI and robotics resources, and STEM learning modules. Students also get mentorship from entrepreneurs, industry experts and university incubators through NEEEV Dialogue sessions.
