India's food regulator FSSAI celebrates the World Food Day by launching new schemes to strengthen food safety administration and scale up "Eat Right India" movement. FSSAI is creating an ecosystem of food safety mitras who will assist FBOs with licensing and registration, training and auditing hygiene at different institutions such as schools, colleges and corporate campuses.

Below is the complete process to apply online for Food Safety Mitra (FSM) Scheme 2026:-

What is Food Safety Mitra Yojana 2026
Realizing the need to assist small FBOs, FSSAI has launched Food Safety Mitra who will help FBOs with licensing and registration, training and hygiene rating. Food Safety Mitra will be an individual professionally trained and certified by FSSAI who assists in compliances related to FSS Act, Rules & Regulations. Food Safety Mitra Scheme provides for Digital Mitra, Trainer Mitra and Hygiene Mitra:-
- Digital Mitra: To assist FBO in their compliances on online portals of FSSAI.
- Trainer Mitra: To train FBOs regarding the Food Safety Act, Regulations and implementation.
- Hygiene Mitra: To do Hygiene Ratings of FBOs.
Through this multi layered ecosystem, responsive to the needs of FBOs, FSSAI aims to create a last mile self-driven & self-employed compliance structure through Food Safety Mitra Scheme which complements the work of FSSAI and the State Food Authorities.

FSSAI Food Safety Mitra (FSMs) Scheme Details
Food Safety Mitra (FSMs) Scheme was launched by FSSAI on 16 October 2019 to strengthen food safety administration. FSM scheme will support small and medium scale food businesses in accordance to the food safety law. This would be done by helping with licensing and registration, hygiene ratings and training.
In addition to this, FSM Scheme will also create new employment opportunities for youth particularly with food and nutrition background. FSM will undergo training and certification by FSSAI to do their work and get paid by food businesses for their services. The first batch of 15 FSMs were awarded certificates on the official launch of FSM scheme. As of August 2026, the FSM portal shows more than 64,000 registered users.

FSM Scheme Roles & Responsibilities

FSM Scheme Certification and Renewal Rules
After registration, candidates have to pay registration charges of Rs. 500 to go for training and online assessment. The online assessment exam is of 100 marks and candidates have to score minimum 75 marks to pass. If a candidate fails in the exam, he has to repay the registration fees of Rs. 500 and undergo training and online assessment again.
Once a candidate passes the exam, he has to pay a security deposit of Rs. 5000. The certificate will be downloaded after the payment of security deposit and approval from respective regional offices. The candidate has to re-attempt the examination in case he has not deposited the security deposit of Rs. 5000 within 45 days from the date of completion of examination, or at the earliest by 60 days in case of unforeseen situations.
FSM certificate is valid for 2 years. Candidates whose certificates are expired or about to expire within 6 months can go for renewal of certificate by clicking on the renew button at certificate tab in the User Detail Section. FSM will be able to apply for renewal of the certificate from a period of 6 months before the expiry date and up to 6 months after the expiry date of the certificate. If renewal is not applied up to 6 months after the expiry date of the certificate, the certificate shall not be renewed in any case. Willing FSM, whose certificate has been expired, will be required to apply for a fresh certificate.
FSM who have applied 50 or more Licenses/Registrations through FoSCoS in the period from the date of issuance of the last certificate to the date of expiry of the certificate, shall be allowed for the instant renewal of his/her certificate and extend the validity by 2 years on providing the Consent/Declaration. The renewal procedure will not require FSM to undergo any further examination. FSM who have not applied even 50 applications of Licenses/Registrations through FoSCoS will be required to reappear for the FSM test on the deposition of exam registration fee of Rs. 500. After clearing the exam, FSM Certificate will be generated with 2 years validity and he/she will not be required to submit the security deposit (if earlier security deposit has not been withdrawn).
FSM Scheme Service Charges
Food Safety Mitra can charge service charges for the work done by them. The service charges are Rs. 100 for filing of application, renewal and modification for registration and Rs. 500 for filing of application, renewal and modification and annual returns for license.
