Andhra Pradesh government has extended full ownership rights to lakhs of housing scheme families under a fresh 2026 land reform, building on the earlier Jagananna Sampoorna Gruha Hakku scheme (One Time Settlement or OTS scheme). Chief Minister N Chandrababu Naidu announced on 8 April 2026 that house site pattas issued before 2016 under government housing schemes can now be registered, opening up sale and transfer rights for close to 75 lakh families across the state.
Jagananna Sampoorna Gruha Hakku scheme was originally launched by then Chief Minister YS Jagan Mohan Reddy on 21 December 2021 to give people covered under older housing schemes (houses built between 1983 and 2011) a clear title to their property. Debts worth ₹10,000 crore were waived under that scheme, along with stamp duty exemption of ₹1,600 crore. The 2026 reform under the current government widens this same goal to a much bigger group of families and adds digital safeguards.
House Site Patta Registration Update 2026
At a Revenue Department review meeting held in Amaravati on 8 April 2026, Chief Minister Naidu said all house site pattas issued prior to 2016 will now be eligible for registration. Until now, families holding these pattas had possession of their house site but not full ownership. They could not legally sell, mortgage or transfer the property. This update moves such pattas toward freehold status, so owners get complete legal rights over their house and land.
People who want to get their house site patta registered can follow the steps below once the process opens at their local sub registrar office or through the IGRS AP portal.
STEP 1 - Visit IGRS AP website at registration.ap.gov.in or the local Meeseva or sub registrar office to check whether your house site patta falls under the pre-2016 category eligible for registration.
STEP 2 - Keep your patta document, Aadhaar card and house site details ready for verification.
STEP 3 - Complete Aadhaar based KYC verification as directed by revenue officials, since government is linking every record to the owner's Aadhaar and mobile number.
STEP 4 - Once your patta is cleared for registration, pay the applicable registration charges and get the property registered in your name at the sub registrar office.
STEP 5 - After registration, ask for your digital land record and Pattadar Passbook, which will also carry a blockchain based lock so no transaction can happen without your consent.
Removing 22-A Restrictions on Inam Lands
Alongside patta registration, state government is removing large tracts of land from the prohibited list under Section 22-A of the Registration Act, 1908. Land under this section, such as assigned lands, Inam lands and endowment properties, cannot be legally sold or registered. Naidu has directed officials to bring a new law to remove 1.37 lakh acres of village service Inam lands from the 22-A list. On 1 January 2026, the Revenue Department had already deleted five categories from the 22-A list, covering defence personnel lands, freedom fighters lands, political sufferers lands, pre-1954 assignments and wrongly included private patta lands.
Digital Land Records and Pattadar Passbooks
Government is also digitising land records and sharing them directly with landowners on their mobile phones, backed by blockchain safeguards against fraud. Under the Re-survey 2.0 exercise, the target is to issue 1.12 crore Pattadar Passbooks by March 2027. So far, survey work is done in 6,976 villages and 22.79 lakh passbooks are under distribution in 5,717 villages. Around 9 lakh more passbooks are planned for 1,259 villages by July 2026, and full statewide distribution is targeted by March 2027.
What Is Jagananna Sampoorna Gruha Hakku Scheme
Original Jagananna Sampoorna Gruha Hakku scheme (One Time Settlement scheme) was rolled out to give permanent ownership to people covered under various government housing schemes built between 1983 and 2011 in Andhra Pradesh. Government had already registered documents in the name of people who opted for the scheme, and it also opened up a bank loan facility so families could raise money against their now clear house titles.
Objectives of Jagananna Sampoorna Gruha Hakku Scheme
Main aim of the scheme was to clear all dues owed by housing scheme families by charging a nominal one time fee. Families had to pay ₹10,000 in villages, ₹15,000 in municipalities and ₹20,000 in municipal corporations to get their house title cleared. Under this scheme, debts worth ₹10,000 crore were waived, along with stamp duty exemption of ₹1,600 crore, and each family also got a further benefit of ₹15,000 through full exemption of registration charge and stamp duty.
Loan Facility Under OTS Scheme
As part of the scheme, Chaitanya Godavari Grameena Bank had earlier sanctioned loans up to ₹3 lakh to families in Guntur, Krishna, East Godavari and West Godavari districts, keeping the house as collateral. Around one lakh families in each of these four districts were covered under that estimate, giving them a way to raise money for their economic needs using their now clear house title.
Who Can Apply
Scheme covers people who received a house or house site under government housing schemes and were living without a clear legal title. This includes people covered under older housing programmes as well as those covered by newer schemes such as Pedalandariki Illu scheme, where house sites are allotted mainly in the name of the female head of the family.
Documents generally required include the original patta or allotment letter, Aadhaar card, address proof and a passport size photo. Local revenue or Meeseva staff can guide families on the exact documents needed for their district.

FAQ's
Is Jagananna Sampoorna Gruha Hakku scheme still active in 2026
Original one time settlement window from 2021-22 has largely been completed, but its core goal of giving families full house title now continues through a wider 2026 reform that covers all house site pattas issued before 2016 across Andhra Pradesh.
Can I sell my house site after registration
Yes. Once your patta is registered and moved to freehold status, you get full legal rights to sell, mortgage, lease or transfer the property, subject to any local rules that may still apply to your category of land.
What if my land falls under Section 22-A
Land listed under Section 22-A of the Registration Act cannot be registered until it is removed from that prohibited list. Government is removing select categories of Inam and assigned lands from this list in phases, so families should check their land status at the local sub registrar office or on the IGRS AP portal.
