SYSS is a self-employment scheme made for local youth of Sikkim who have completed at least Class 5 and are sitting jobless. Instead of only giving cash, the government has tied up the scheme with banks. So you first prepare a project idea, get a loan sanctioned from the bank, and then the state gives you a back-ended subsidy after the loan is disbursed.

Sectors covered under the scheme are quite wide. You can pick dairy or piggery under animal husbandry, greenhouse based organic farming, small manufacturing units, food processing, rural homestays, IT services, retail shops or even diagnostic centres. Project cost limit is different for each activity, and the maximum you can go up to is ₹20 lakh for diagnostic centres.

How to Get Skilled Youth Startup Scheme Application / Registration Form

The Sikkim Skilled Youth Startup Scheme application form is available at the following offices:-

A) DIC (E/N) in Gangtok for applicants in East and North Sikkim.

B) DIC (S/W) in Jorethang for applicants in South and West Sikkim.

All the applicants are required to submit their completely filled in application forms along with a detailed project report and other relevant documents addressed to the General Manager of DIC (E/N) or (S/W) in Gangtok and Jorethang.

How to Apply for Sikkim Skilled Youth Startup Scheme

Application is fully offline. There is no online portal for filling the SYSS form. You have to go to the District Industries Centre (DIC) of your area and submit the physical form.

STEP 1 - Download the application form and Annexure-I from the official Commerce and Industries Department website at industries.sikkim.gov.in. You can also collect the printed form directly from the DIC office in Gangtok or Jorethang.

STEP 2 - Fill up the form with your personal details, family income, educational qualification and the business activity you want to start. Prepare a Detailed Project Report (DPR) covering project cost, machinery, raw material, market and expected profit.

STEP 3 - Attach all required documents like COI or Residential Certificate, unemployment card from your BAC, Voter ID, educational certificates, land papers, trade licence and passport size photos with the form.

STEP 4 - Submit the completed application along with the DPR to the General Manager of DIC (E/N) Gangtok or DIC (S/W) Jorethang as per your district.

STEP 5 - A selection committee will review your project. If your idea and papers are found fit, the committee will forward the file to the bank for loan sanction.

STEP 6 - Once the bank sanctions the loan, you have to attend a short Entrepreneur Development Training Programme (EDP) before the money is disbursed. After training and disbursal, the department releases the back-ended subsidy amount.

Benefits and Subsidy Amount

Main benefit under SYSS is a soft bank loan with a good chunk of subsidy from the state. Below Poverty Line (BPL) category applicants get 50% back-ended subsidy on the project cost. General category applicants get 35% back-ended subsidy. Persons with Disability (PwD) applicants are given top priority and also get 50% subsidy.

Rest of the money comes as a bank loan and you have to put in 5% to 15% of the project cost from your own pocket as margin money. Subsidy is called back-ended because it is not given upfront. It gets adjusted in your loan account after the bank releases the money and you start running the business.

Objectives of Sikkim Skilled Youth Startup Scheme 2026

The main objective of Sikkim Skilled Youth Startup Scheme 2026 is to create new livelihood options for the youth to make them self reliant. The main department has been directed to set up a committee to guide and inform the people getting benefit under the scheme. Sikkim has huge scope and potential in terms of dairy, poultry, piggery and many other opportunities for self employment. Youth can now use their entrepreneurial skills and contribute to the state's socio-economic development. The scheme also supports the idea of an Atmanirbhar Sikkim, where local youth create their own businesses instead of waiting for government jobs.

Eligibility for Skilled Youth Startup Scheme

Scheme is only for permanent residents of Sikkim. Before you fill the form, please check the basic conditions given below to make sure you qualify.

• Applicant should be a permanent resident of Sikkim and must hold a Certificate of Identification (COI) or a valid Residential Certificate.
• Age of the applicant should be between 18 and 45 years on the date of application.
• Applicant should be unemployed and must have passed at least Class 5. For technical projects, a valid certificate from a recognised institute is required.
• Annual family income of the applicant should not be more than ₹8 lakh per year.

Who Cannot Apply (Exclusions)

Some applicants are not allowed to take benefit under SYSS even if they meet the age or education rules. Please read this section carefully before applying.

People who have already taken subsidy under Chief Minister Self-Employment Scheme (CMSS) or Prime Minister Employment Generation Programme (PMEGP) are not eligible again under SYSS. Loan Repayment Rules

Once the loan is sanctioned and released, you have to repay it as per the terms of the bank. Interest is charged as per the standard rate of that bank. If you want to close the loan account before time, you can do so, but only with the approval of the department. Lock-in period is one year for agriculture based projects and three years for all other projects. Closing the loan before the lock-in period may cancel your subsidy benefit.
