Scheme of Coaching And Allied for Scheduled Castes aims to create a level playing field for Scheduled Caste candidates who come from poor and disadvantaged families. These candidates often find it hard to compete with students from better off backgrounds. Through this scheme, the department helps them prepare well for competitive exams.
Coaching institutions selected under the scheme have to run their classes at Ranchi and Dumka. If an institute runs centers in different districts, it has to submit a separate proposal for each district. Selection happens for a financial year only, and fresh proposals are invited for the next year.
A batch can have a maximum of 40 students including non SC students, with admission based on merit. The total SC students should preferably include 30% women and 5% differently abled candidates. Not more than 10% of the total students in a batch can come from a single district of Jharkhand.
Candidates selected for free coaching are chosen by the department, and a list of selected students is given to the coaching institution. A candidate can take coaching only once for a particular competitive exam under the scheme, and a maximum of two coaching courses in all.

Benefits
This scheme gives complete financial support so that students face no money problems while studying. Institutions receive funds to manage the training, and individual candidates receive a stipend to cover their basic needs. The coaching fee paid to the institution for each candidate depends on the course.

Along with the coaching fee, every selected student gets a fixed stipend of ₹ 1,000 per month for the full coaching period. Outstation students also qualify for boarding and lodging support of ₹ 2,000 per month, and the coaching institute has to certify that the candidate is an outstation student. The institute pays the stipend and boarding support to students every month through account payee cheques.
Eligibility
Eligibility is fixed separately for coaching institutions and for the students who want to join the coaching batch.
For Coaching Institutions: The institute should be a registered private organization or NGO with at least three years of experience in running competitive exam coaching. It should have the capacity to manage its own building and space for coaching at Ranchi and Dumka. The institution should not have been blacklisted by any government body or declared bankrupt at any point of time.
For Students: The candidate should belong to the Scheduled Caste category and be a resident of Jharkhand. The candidate should have the required qualifications for the mentioned competitive exams. The annual income of the candidate or of the parents, if the candidate depends on them, should not exceed ₹ 2,50,000. For example, if Ramesh is an SC student from Jharkhand whose family income is ₹ 2,00,000 per year, he is eligible to apply for this support.
Application Process
Institutions have to apply offline when the department publishes an advertisement in national dailies. Follow these steps to submit the proposal.
STEP 1 - Download the official application forms and annexures from the official scheme guidelines page and take a printout of all the forms.
STEP 2 - Fill the application form and all annexures properly, and keep them indexed by putting page numbers with an index placed on top of the application form.
STEP 3 - Prepare a soft copy of the proposal on a virus free, fresh floppy or CD for submission along with the hard copy.
STEP 4 - Submit the complete application package to the Department of Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare, Project Bhawan, Dhurwa, Ranchi - 834004 as soon as the advertisement is published.
