Jal Jeevan Mission (Har Ghar Jal Yojana) provides every rural household with safe and adequate drinking water through functional domestic tap connections. Each person in a rural family receives 55 litres of potable water per day, which improves health and living standards across villages. In Uttarakhand, more than 90 percent of rural households already have a tap connection and the state government is working to cover the remaining families.

The mission continues to run in 2026. In February 2026, the Union Cabinet approved Jal Jeevan Mission 2.0, which extends the scheme to 31 December 2028 with an enhanced total outlay of rupees 8.69 lakh crore. Uttarakhand Chief Minister Pushkar Singh Dhami has directed officials to reach 100 percent Har Ghar Jal coverage with a focus on water quality and regular supply.

Jal Jeevan Mission - Har Ghar Jal Yojana - Introduction

Jal Jeevan Mission (Har Ghar Jal Yojana) is a centrally sponsored scheme implemented in Uttarakhand by the Uttarakhand Jal Sansthan under the Drinking Water and Sanitation Department. The mission delivers a steady supply of 55 litres of clean, potable water for every person daily through a functional household tap connection.

The scheme works at the village level. The Gram Panchayat and the Village Water and Sanitation Committee, also called the Paani Samiti, plan the water supply scheme, prepare the village plan and get the tap connections installed. There is no separate online application for an individual household.

Benefits

Under this scheme, every rural household gets a dedicated domestic tap connection. This gives each person a daily supply of 55 litres of safe, drinkable water, saving time and effort in gathering clean water.

The mission also covers schools, Anganwadi centres and government health institutions in rural areas. Water quality is tested regularly using Field Test Kits, and the results are published on the Water Quality Management Information System.

Eligibility

There are no restricted eligibility criteria for this scheme. Because access to safe water is a basic need, every rural household in Uttarakhand is entitled to a tap connection. Urban households are covered under the separate Jal Jeevan Mission Urban and AMRUT 2.0 schemes.

Application Process

There is no individual online application for a Har Ghar Jal connection. The tap connection is planned at the village level and sanctioned through the state Public Health Engineering Department. The steps below explain how a household can get connected.

STEP 1 - Contact the Gram Panchayat or the Village Water and Sanitation Committee (Paani Samiti) of the village and check whether the village water supply scheme has been sanctioned.

STEP 2 - If the scheme is sanctioned, request the committee to include the household in the current village plan. If the household was missed in the baseline survey, submit a written request for inclusion in the next revision.

STEP 3 - If the village has no Paani Samiti yet, ask the Gram Sabha to form one with 10 to 15 members and at least 50 percent women representation. The committee is required before tap connections can be installed.

STEP 4 - Pay the household contribution, which is 5 percent of the per-household installation cost for hill villages in Uttarakhand. For an installation cost of rupees 15,000 to 25,000, this works out to about rupees 750 to 1,250. Several states waive this for BPL households.

STEP 5 - For status tracking or to file a complaint about a missing or non-functional connection, use the complaint portal at jalsamadhan.in or call the helpline at 1800-121-2164.

Documents

No formal application form or document set is required from households for the tap connection. The Gram Panchayat identifies all unconnected households during the village plan preparation. The list below shows what is generally used for verification.

  • Identity proof of the head of the household, such as Aadhaar Card, Voter ID, Ration Card or any other valid government document.
  • Proof of residence in the village, such as a ration card or a residence certificate issued by the Gram Panchayat.
  • Details of the household, including the number of family members, to fix the required water supply.
