Gomantak Govsamvardhan Yojana supports dairy farmers and individuals in Goa with financial support of ₹80 per animal per day to help with the cost of rearing and conserving local cattle breeds. This state-led scheme encourages responsible stall feeding and helps keep local cattle populations healthy. The Department of Animal Husbandry and Veterinary Services, Government of Goa, launched the scheme in the financial year 2024-25 and it will stay in force for five years before being reviewed.

Gomantak Govsamvardhan Yojana is a Goa state scheme designed to conserve the local breeds of cattle in the state. Under this scheme, a dairy farmer or an individual rears the cattle in their own cattle shed and provides feed, fodder and water on a daily basis. The main aim is to make farmers responsible for their own cattle through stall feeding, which also helps address the problem of stray cattle in Goa.

Eligible people receive financial support of ₹80 per animal per day, which is credited to their bank account on a quarterly basis. This amount covers the maintenance cost of the local breed cattle, including feed, fodder and other small expenses. A family can enroll up to 5 local breed cattle under the scheme. To take part, an applicant has to submit a completed application form along with a notarized agreement bond to the local assistant director or veterinary officer.

In rare cases where an animal escapes due to reasons beyond the control of the owner, a one-time exemption can be requested by writing to the Director of Animal Husbandry and Veterinary Services with photographic proof.

Eligibility

To qualify for Gomantak Govsamvardhan Yojana, an applicant has to meet the following conditions:

• The applicant should be a dairy farmer or an individual resident of Goa.
• The applicant must be a bonafide resident of Goa for at least the preceding 15 years.
• The applicant should own non-descript cattle or Shwet Kapila cattle.
• The cattle shed must meet the standards set by the Bureau of Indian Standards.
• The scheme applies to rural areas and Class B or Class C municipalities.
• If more than 25 cattle are reared, all Pollution Control Board norms must be followed.

Reservation Policy: Out of the 250 cattle per district, 12% is reserved for the Scheduled Tribes (ST) and 2% for the Scheduled Castes (SC). If these spots are not filled, they are opened to the general category.

Application Process

Follow these steps to apply for Gomantak Govsamvardhan Yojana:

STEP 1 - Download and fill the prescribed application form. Make sure the permanent address where the cattle shed is located and the bank account details are filled correctly.

STEP 2 - Submit the completed application form along with the notarized agreement bond and all required documents to the local assistant director or veterinary officer of the Department of Animal Husbandry and Veterinary Services.

STEP 3 - Pay the non-refundable application processing fee of ₹50 and attach the payment receipt with the form.

STEP 4 - After submission, the veterinary officer carries out a verification survey of the cattle shed and the cattle. Once the site is approved, the department does the microchipping or ear tagging, which completes the enrollment. The subsidy is then credited on a quarterly basis after the monthly inspection and the approved quarterly report.
