Scheme for Providing Employment Opportunities by Establishing Piggery, Sheep and Goat Units - Introduction

This scheme works as a loan-linked program for creating self-employment in the animal husbandry sector. Government of Haryana has kept a budget provision of rupees 50 lakh for the year 2026-27 to run this scheme for general category unemployed people. The scheme also supports the state's goal of increasing the production of pork, mutton, chevon and wool.

Main aims of the scheme are:

  • To create long-term self-employment for unemployed people of Haryana.
  • To provide socio-economic security to weaker sections and Antyodaya families.
  • To increase the production of wool, meat and pork in the state.
  • To improve the quality and conservation of local livestock breeds.

The department supports applicants in several ways. It sponsors the loan application to the bank, arranges animal purchase with tagging and health certification, and provides veterinary care, free vaccinations and management guidance. Selected applicants also get 11 days of dairy and livestock husbandry training at their sub-division or district level.

Benefits

This scheme provides direct cash subsidy support to help you start the livestock business. The subsidy amount is deposited into your loan account and is based on the type of unit you establish.

Unit Type Subsidy Amount
10+1 Piggery Unit 25% of livestock cost (up to ₹25,000)
15+1 Sheep/Goat Unit 25% of livestock cost (up to ₹24,500)

The subsidy is credited after three months of establishing the unit, once a veterinary surgeon verifies the unit. Payments may sometimes get delayed due to budget availability or other reasons. If a government livestock insurance scheme is available, the animals are covered under it; otherwise, you and your bank need to arrange insurance separately.

Eligibility

To apply for this scheme, the applicant needs to meet the following conditions:

  • Resident of Haryana aged between 18 and 55 years.
  • Currently unemployed; private sector employment makes the applicant ineligible.
  • Must have a suitable shed or space to keep the animals.
  • Must not have taken benefits earlier under any departmental livestock establishment scheme, such as a previous goat unit subsidy.
  • Must submit a self-declaration confirming unemployment and agreement to follow all scheme rules.

If the applicant lives at a different location from where the animals will be kept, the department considers the site of the animal shed as the primary jurisdiction.
