Madhya Pradesh Tourism Department is giving a 15% capital investment subsidy, up to ₹5 crore, to private investors who build film studios, film making units, museums, aquariums and theme parks in the state. Minimum project spend to qualify is ₹1 crore, and the subsidy pages of Madhya Pradesh Tourism Board were checked on 05 August 2026 and are running.

Applications go online through the state single window portal, and a claim has to be filed within one year of starting commercial work. Along with this subsidy, Madhya Pradesh Film Tourism Policy 2020 (amended in December 2025) now offers up to 30% support, capped at ₹90 crore, for film-related infrastructure, so a big studio project can look at both routes and pick the better one.

Capital Investment Subsidy for Film Studio, Museum, Aquarium and Theme Park in Madhya Pradesh

This scheme is run by Tourism Department, Government of Madhya Pradesh, and the money is handled by Madhya Pradesh Tourism Board. It covers niche tourism projects that are not hotels, so things like a film studio, a private museum, an aquarium or a theme park fall in this bucket. Subsidy is worked out on the fixed capital investment approved by the department, not on the total money you claim to have spent.

Rate is 15%. Ceiling is ₹5 crore. Minimum project expenditure is ₹1 crore. Same slab is listed at serial number 8 in the capital subsidy table on the official Madhya Pradesh Tourism Board page, and no change in the rate or ceiling has been notified up to August 2026.

Online Apply and Registration Steps

Whole process is online. There are two parts, first the registration on the investment portal, then the subsidy claim after your unit starts running. Keep scanned documents ready before you sit down, because uploads have size limits.

STEP 1 - Go to the Madhya Pradesh single window system at sws.invest.mp.gov.in and click on the sign up option to register as an investor or vendor.

STEP 2 - Pick your organisation type, such as private limited company, partnership firm or proprietorship, and fill the authorised person's name, mobile number and email. Login details come to the registered mobile number.

STEP 3 - Log in the first time and complete your profile fully, since an incomplete profile blocks the later forms.

STEP 4 - Take the required permissions through the single window system, build the project and start commercial work.

STEP 5 - Within one year of starting commercial work, file the capital subsidy claim. You can also file it from the Tourism Board side at Apply Online for Capital Subsidy on the Madhya Pradesh Tourism Board site.

STEP 6 - Upload every document in the format asked, then track the file. Officials may do a site visit before the amount is approved.

Benefits You Get

Cash subsidy of 15% on the approved fixed capital investment, with a top limit of ₹5 crore. Entrepreneurs from SC or ST category who own the project fully get an extra 5% capital investment subsidy. Projects set up in distant and ulterior areas of the state get another 5%, and in those areas the minimum investment limit drops to half, which is covered in detail in Additional Subsidy to Establish Tourism Projects in Distant and New Ulterior Areas.

Unit has to keep running for three years after the money comes. If it shuts down early, a part of the subsidy has to be returned.

Closure Period Refund Required
Within 1 year 80% of subsidy
Within 2 years 60% of subsidy
Within 3 years 50% of subsidy

Every year by 15 April, a self declaration has to be given saying the unit is still running. One more rule to note, a unit that claims Investment Promotion Assistance for a large, mega or ultra mega project cannot take this capital subsidy for the same project.

Film Infrastructure Support Under Film Tourism Policy

In December 2025 the state amended Madhya Pradesh Film Tourism Policy 2020. For film related infrastructure the support goes up to 30%, with a top limit of ₹90 crore, and 500 acres of land has been kept aside for film based infrastructure. Single screen construction gets up to 25% or ₹75 lakh, and upgrading an old cinema hall gets up to 25% or ₹50 lakh. Shooting incentives are separate, for example a feature film can get up to ₹2 crore, a web series or TV show up to ₹1.5 crore, a documentary up to ₹40 lakh and a short film up to ₹15 lakh, with a condition that at least 75% of shooting days happen in Madhya Pradesh.

So if the plan is a full film studio campus, compare both routes first. A project can take benefit under one category only, and the department lets you choose the one that suits you.

Who Can Apply

Applicant has to be a legal entity, so a private firm, company, society or proprietorship works. Project must be new and must fit the definition of a tourism project fixed by the department. A few points to check before applying.

  • Capital spend on the project should be at least ₹1 crore, counted as fixed capital investment approved by the department.
  • Project should be one of the listed types, that is film studio, film making unit, museum, aquarium or theme park.
  • Claim has to be filed within one year of the date commercial work starts, late files get rejected.
  • Investment has to stay in place for three years, selling off machinery or land early creates a refund liability.
  • At least 70% of the jobs in the unit should go to people living in Madhya Pradesh.

Documents Required

Papers are checked in three sets, entity papers, land and project papers, and money papers. Keeping them ready in advance saves a lot of back and forth with the department.

Entity papers cover Memorandum of Association, certificate of registration, PAN card of the firm, a cancelled cheque, Aadhaar or another photo ID, and a board letter or authority proof for the person signing on behalf of the unit.

Land and project papers cover the khasra or sale deed showing ownership or lease, a site map, building permission from the local body, the project report, and clear photos of the project from three angles, each file under 500 KB.

Money papers cover a project cost certificate from a chartered accountant, a capital cost certificate from a qualified engineer or valuer, and proof that commercial work has started, like the first service bills, ticket receipts or catering bills.
