The scheme also covers ongoing work of Biju Pucca Ghara Yojana (BPGY). Beneficiaries of AGJ, Pradhan Mantri Awaas Yojana (Gramin), PM-JANMAN or any other government funded rural housing scheme can get extra cash incentive for finishing their house early. Local Panchayat Samitis and Zilla Parishads manage the process on the ground.

Benefits

A total of ₹1,20,000 is provided to build the new house. The money is credited directly to the beneficiary's bank account through DBT in three installments based on construction progress:

Construction should be completed within 12 months from the date the first installment is credited to the beneficiary's account. A house built for early completion gets extra cash. ₹20,000 is given when the house is completed within 4 months of receiving the first installment, and ₹10,000 when completed within 6 months. This incentive applies to AGJ, PMAY (Gramin), PM-JANMAN and other government funded rural housing beneficiaries.

The beneficiary may also receive 90/95 person days of unskilled labor support under MGNREGS. Other government schemes can help with rural sanitation, electricity and clean drinking water. All payments are sent through Direct Benefit Transfer from the State Nodal Account.

Eligibility

Families in rural Odisha who are houseless or staying in kutcha houses can apply if they fall under any of these categories:

  • Forest Rights Act, 2006 beneficiaries.
  • Households where the main earning member is a person with disability (PwD) of minimum 40%.
  • Lower income group households who are eligible but left out from ongoing government rural housing schemes.

Households whose houses have been fully or severely damaged by natural or man-made calamities like fire, flood, cyclone, earthquake, elephant menace, communal violence, LWE violence or major law and order problems are also eligible, even if they were allotted a house earlier. Victims of river or sea inundation who need to shift, households relocated for government projects like highways or irrigation works, and families living in sanctuary or reserve forest areas who need relocation can also apply. Landless eligible households get house sites allocated by Revenue Authorities on a priority basis.

Exclusions

These households cannot apply under this scheme:

  • Families already staying in pucca houses.
  • Families where any member is a regular government, PSU or statutory body employee, or draws a monthly pension from them.
  • Families owning a motorized four-wheeler or mechanized three/four-wheeler agricultural equipment.
  • Families running a registered non-agricultural enterprise.
  • Families where any member earns more than ₹15,000 per month.
  • Families owning 2.5 acres or more of irrigated land, or 5 acres or more of unirrigated land.
  • Families that have already got housing support under any other government rural housing scheme.

Application Process

Application for Antyodaya Gruha Yojana is done offline through the local panchayat or block office. There is no direct online application. Download the official application form from the Rural Housing Portal at rhodisha.gov.in, fill it up and follow these steps:

STEP 1 - Download the Antyodaya Gruha Jojana application form from the official application form link and fill in personal, family, income and housing details.

STEP 2 - Attach the required documents like Aadhaar card, ration card, residence proof, bank account details, and any certificate that applies to you such as disability, disaster or Forest Rights Act certificate.
