Kalia Yojana Restructured as CM Kisan Yojana

Kalia Yojana was launched by the Odisha government to support small and marginal farmers, landless agricultural households and vulnerable families. From the 2025-26 cycle, the scheme has been restructured under CM Kisan Yojana, which continues many of the earlier Kalia benefits. The old kalia.odisha.gov.in portal is no longer the active platform for current payments and status checks.

Farmers who were already Kalia beneficiaries have been moved into the CM Kisan framework automatically. There is no need to register again. New applicants can register at krushak.odisha.gov.in and check their current benefit status at cmkportal.odisha.gov.in.

The benefit amounts have also changed under the new framework. Small and marginal farmers now receive ₹4,000 per year in two installments, while landless agricultural households receive ₹12,500 per year in three installments. These benefits are provided in addition to the central PM Kisan support.

Completing e-KYC is now required for every beneficiary. Without e-KYC, the payment is blocked even if the name appears in the beneficiary list, and continued non-compliance can lead to removal from the list.

Complete e-KYC at Krushak Odisha Portal

e-KYC is now required for every farmer to receive the benefit. Here is the process to complete e-KYC online.

STEP 1 - Visit the official Krushak Odisha portal at krushak.odisha.gov.in or the CM Kisan portal at cmkportal.odisha.gov.in.

STEP 2 - Click on the "e-KYC" option on the homepage.

STEP 3 - Enter the Aadhaar number and submit it.

STEP 4 - An OTP is sent to the Aadhaar-linked mobile number. Enter the OTP and click on "Verify" to complete the e-KYC.

If no mobile number is linked to Aadhaar, visit the nearest Common Service Centre (CSC) or Block Agriculture Office for biometric e-KYC. This service is free.

Check Name in Odisha Kalia Yojana Beneficiary List

Farmers can check their name in the beneficiary list through the following steps.

STEP 1 - Visit the official portal at krushak.odisha.gov.in or cmkportal.odisha.gov.in.

STEP 2 - Click on the "Beneficiary List" option on the homepage.

STEP 3 - Select the district, block and gram panchayat from the dropdown menus.

STEP 4 - Click on "View" or "Download PDF" to open the beneficiary list.

Track Kalia Yojana Payment Status

Farmers can track their payment status online through the portal.

STEP 1 - Visit cmkportal.odisha.gov.in.

STEP 2 - Click on the "Beneficiary Status" or "Online Grievance / Feedback" option.

STEP 3 - Enter the Aadhaar number and the captcha code, then click on "Show".

STEP 4 - The payment details and current status will appear on the screen.

When the benefit amount is credited to the bank account, an SMS alert is sent to the Aadhaar-registered mobile number automatically. If the payment is pending, check the e-KYC status first.

File Grievance or New Application

Farmers can file a grievance or a new application through the online grievance section of the portal. The following documents are required to file a grievance or new application.

• Photocopy of Aadhaar Card, which is mandatory for all applicants.
• Photocopy of Bank Passbook with the first page and transaction history, to confirm the Aadhaar-linked account.
• Photocopy of Land Record for small and marginal farmers, or MGNREGA Card for landless agricultural labourers.

The grievance section can also be used to file a voluntary refund and to track the application status. For a voluntary refund, the applicant needs to provide the UTR or acknowledgement number, the name of the branch where the amount was deposited, and the IFSC code.

Upload Documents for Self Registered Farmers (PM Kisan)

PM Kisan farmers who have done self registration can upload their documents through the portal.

STEP 1 - Visit the official portal at krushak.odisha.gov.in.

STEP 2 - Click on the "Upload Documents for Self-Registered Farmers (PM Kisan)" option.

STEP 3 - Enter the Aadhaar number and click on "Show".

STEP 4 - Upload the required documents for the self registered PM Kisan farmer.

Kalia Yojana Benefits and Components

Under the restructured CM Kisan framework, the following benefits continue for eligible farmers.

Assistance for Cultivation

Small and marginal farmers receive ₹4,000 per year in two installments to buy inputs like seeds, fertilizers and pesticides, and to use towards labour and other investments.

Assistance for Livelihood

Landless agricultural households receive ₹12,500 per year in three installments for allied activities like goat rearing, poultry, duckery, fishery, mushroom cultivation and bee keeping. This helps the SC and ST population of the state.

Life Insurance for Cultivators and Landless Agricultural Labourers

Life insurance cover of ₹2 lakh at a nominal premium of ₹330 per year is available to savings bank account holders aged between 18 and 50 years. The Odisha government bears the farmer's share of the annual premium of ₹165. Personal accident cover of ₹2 lakh is also available at a nominal annual premium of ₹12.

Interest Free Crop Loan

Vulnerable landless labourers, cultivators, share croppers and agricultural families identified by gram panchayats can get crop loans up to ₹50,000 at zero percent interest.
