Himachal Pradesh government is inviting online enrollment forms for the Mukhya Mantri Himachal Health Care Scheme (HIMCARE) at hpsbys.in. Eligible families can now make him care online registration and apply online for the himcare health scheme. The process for himcare health card registration and online apply is open at the official website. Under the himcare health scheme, the state government provides cashless treatment of Rs. 5 lakh per year per family to a maximum of 5 members in a family. All registered family members under the him care card yojna get treatment at pre-defined package rates in all empanelled hospitals. As per the latest update, new HIMCARE registrations and renewals are now accepted only in four months of the year, that is March, June, September and December, with the portal open for the full month each time. The policy period for all new registrations and renewals is one year from the date of notification.

Below is the complete process for online HIMCARE enrollment and to get the him care health card:-

STEP 1: Firstly visit the official website of Himachal Pradesh Swasthya Bima Yojna Society at https://hpsbys.in/

STEP 2: At the homepage, click at the "ONLINE HIMCARE ENROLLMENT" link or directly open the online enrollment form at https://app.hpsbys.in/website/AddBeneficiaryInfo.aspx

STEP 3: The Online Enrollment Form for Himcare Health Card Registration will appear as shown below:-

STEP 4: Here candidates can fill in their ration card number, district, block, panchayat, village, mobile number, social group and category. Then candidates need to upload the front and back side of the ration card, the category proof and the HOF declaration document. All uploaded files must be in .jpeg, .jpg, .pdf or .png format with a maximum size of 200 KB.

STEP 5: After filling the details, candidates have to pay the premium amount as per their category and submit the form to complete the Himcare Health Card online registration process.

STEP 8: Applicants can enter all the necessary details accurately and submit the completed application form to complete the registration process.

The Himcare beneficiaries can register themselves at www.hpsbys.in or through Lok Mitra Kendras and Common Service Centres. The LMK and CSC will collect Rs. 50 per family up to a unit of five for enrollment and preparation of the E-Card. The required documents for uploading under this scheme are also available on the departmental website. All the beneficiaries will have to pay the premium (Him Care Card Fees) from Rs. 0 to Rs. 1000 depending on their category.

Himcare Registration Start Date

As per the new rules, the HIMCARE registration portal opens on the 1st day of March, June, September and December every year and remains open for the entire month. The policy period is one year for all new registrations and renewals from the date of notification.

About Ayushman Bharat in Himachal Pradesh

The State of Himachal Pradesh has launched the Ayushman Bharat- Pradhan Mantri Jan Arogya Yojna in Himachal Pradesh on 23^rd September, 2018 for providing cashless treatment to the tune of Rs. 5.00 Lakh per year per family for secondary and tertiary care hospitalization.

Ayushman Bharat- PMJAY is an entitlement based scheme with entitlement decided on the basis of deprivation criteria in the SECC, 2011 database and RSBY families. This will help in improving the affordability component of Universal Health Coverage. This scheme is leading to timely treatments, improvements in health outcomes, patient satisfaction, improvement in productivity and efficiency.

This scheme has subsumed Rashtriya Swasthya Bima Yojna (RSBY). As per database, 483643 RSBY families enrolled in 2014-15 are eligible under Ayushman Bharat and 278245 families are eligible as per Socio Economic Cast Census 2011, but due to overlapping in both the database, around 5.00 Lakh poor and vulnerable families in Himachal Pradesh are eligible to avail the cashless treatment benefit under this scheme. Under this scheme all the members of a family are covered. The detail of SECC deprivation criteria is as under:-

D1.	Households with one or less room, kuccha walls and kuccha roof
D2.	No adult member in household between age 18 and 59
D3.	Female headed household with no adult male member between 16 and 59
D4.	Households with differently able member with no other able bodied adult member
D5.	SC/ST Households
D7.	Landless households deriving a major part of their income from manual labour

Benefits of the Scheme are portable across the country and a beneficiary covered under the scheme is allowed to take cashless benefits from any public or private empanelled hospitals across the country. Under Ayushman Bharat, families have been selected by the Government of India on the basis of SECC, 2011 and RSBY. For providing the cashless treatment coverage on the analogy of Ayushman Bharat to the left out families, the State is implementing Himachal Health Care Scheme (HIMCARE) since 1^st January, 2019.

Under HIMCARE Scheme, cashless treatment coverage up to Rs. 5.00 lakh per year per family is being provided on family floater basis. In case of more than five members, the remaining members are being enrolled as a separate unit subject to the capping of five members for each such additional unit.

This scheme is being implemented on co-payment basis. Under this scheme, differential premium rates have been decided based on the categories. The card is free for BPL families, MNREGA workers, registered street vendors, orphans and prison inmates. A fee of Rs. 365 is charged from single women, contract and outsource employees, persons with 40 percent and above disability, mid day meal workers, part time workers and daily wagers. A fee of Rs. 1000 is charged from the remaining eligible sections.
