Chhattisgarh govt. runs Shaheed Veer Narayan Singh Ayushman Swasthya Yojana (SVSASY) as its main health assurance scheme. This scheme was earlier known as Dr. Khubchand Baghel Swasthya Sahayata Yojana (DKBSSY) and was officially renamed in June 2024. The official website for the scheme is govthealth.cg.gov.in/sna/. Under this integrated health scheme, the state govt. brings together earlier healthcare schemes to give better and quality medical facilities to people.

Shaheed Veer Narayan Singh Ayushman Swasthya Yojana works on a trust based model and gives cashless treatment to ration card holder families. All Antyodaya and priority ration card holder families can get treatment up to Rs. 5 lakh in government and registered private hospitals. Other ration card holder families can get treatment up to Rs. 50,000 per year. This integrated health scheme covers over 56 lakh families in the state.

Chhattisgarh has grown into one of the fastest developing states in the country since its formation in 2000. Public health has also seen a big change over the years, but there is still room for improvement. The state has tried many health insurance models like Rashtriya Swasthya Bima Yojana, Mukhyamantri Swasthya Bima Yojana, Sanjeevani Sahayata Kosh, Pradhan Mantri Jan Arogya Yojana and a few other schemes to give quality and affordable health care to its people.

To provide health assurance coverage to the whole population of Chhattisgarh, the state govt. launched Dr. Khubchand Baghel Swasthya Sahayata Yojana (DKBSSY). In June 2024, the scheme was renamed Shaheed Veer Narayan Singh Ayushman Swasthya Yojana (SVSASY). Only the name changed; all benefits, eligibility rules and treatment coverage remain the same. Treatment benefits are given to all resident families of the state on the basis of ration cards issued by the State Food, Civil Supplies and Consumer Protection department.

Empanelled Hospital List (Public / Private) in SVSASY

The list of empanelled government and private hospitals under the scheme can be checked on the official portal. The hospital list is updated regularly by the State Nodal Agency, Health and Family Welfare Department.

Merger of Schemes in Shaheed Veer Narayan Singh Ayushman Swasthya Yojana

Various ongoing central and state govt. healthcare schemes have been merged into Shaheed Veer Narayan Singh Ayushman Swasthya Yojana (earlier Dr. Khubchand Baghel Health Assistance Scheme). These are as follows:-

  • Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (ABPMJAY)
  • Sanjeevani Sahayata Kosh
  • Chief Minister Health Insurance Scheme
  • Chief Minister Bal Hriday Suraksha Yojana
  • Chief Minister Bal Shravan Yojana and National Child Health Program (Chirayu)

Objectives of SVSASY Scheme

Shaheed Veer Narayan Singh Ayushman Swasthya Yojana provides better health services to the citizens of the state and saves them from the cost of treating rare diseases. The eligible families under the scheme can get treatment up to a maximum of Rs. 20 lakh for rare diseases. Chhattisgarh is one of the first states to provide such a large amount for the treatment of its citizens so that a healthy and better Chhattisgarh can be built.

Eligibility for SVSASY Scheme

Families with Priority and Antyodaya Ration Cards (as per the updated list of Government of Chhattisgarh) are eligible for the scheme. Other ration card holder families also get limited coverage under the scheme.

Authorized Hospital for Treatment in SVSASY

Support under the scheme is provided only after getting treatment in a registered hospital in the state or outside the state. The following hospitals are registered under the scheme:-

1. All government hospitals in the state and outside the state.

2. State and outside state registered private hospitals.

3. CGHS Registered Hospital

Help for Diseases in SVSASY

Support under the scheme is provided only after getting treatment in a registered hospital in the state or outside the state. The following diseases are covered under the scheme:-

  • Liver Transplant
  • Kidney Transplant
  • Lung Transplant
  • Heart and lung transplant
  • Heart disease
  • Haemophilia (only with acute complications requiring intensive care) and Factor-8 and 9 (in case of surgery / trauma / acute bleeding) (whose treatment is not available in other state schemes or the amount is exhausted)
  • Cancer (whose treatment is not available in other state schemes or the amount has expired)
  • Aplastic anemia (whose treatment is not available in other state schemes or the amount has been exhausted)
  • Cochlear implant (for children up to 7 years old) (only for treatment in government hospital)
  • Acid attacks (cosmetic procedures) (only for treatment in government hospital)
  • Recommendation by special committee will be required for applications received for various types of rare diseases (whose treatment is not available in other schemes of the state) and treatment.

The list of the above diseases can be amended by the state govt. with the recommendation of the technical committee as per requirement. Referral from government medical college hospitals will be required for any of the medical services listed above.

The above services can also be reserved for government entities from time to time by the state nodal agency. In case of transplantation, all the prescribed No Objection / Certificates / Documents will be required as per the instructions of the Supreme Court and other rules of the govt. in respect of transplantation. People can now check the cashless support for different categories of ration card holders.

SVSASY Support Amount

The support amount under Shaheed Veer Narayan Singh Ayushman Swasthya Yojana is given below:-

  1. Priority and Antyodaya (people under below poverty line BPL) ration cards will get health & medical facilities up to Rs. 5 lakh per year.
  2. People covered under Ayushman Bharat - PM Jan Arogya Yojana (AB-PMJAY) will get health and medical services up to Rs. 5 lakh per year.
  3. All other ration card holder families will get treatment up to Rs. 50,000 per year under the scheme.

Shaheed Veer Narayan Singh Ayushman Swasthya Yojana has increased the beneficiary family count from earlier 42 lakh to 56 lakh with health treatment coverage up to Rs. 5 lakh in the state. After the launch of this scheme, Chhattisgarh is one of the few states in the country covering almost 90% families with health benefit coverage up to Rs. 5 lakh per year. All ration card holder families can get cashless treatment at any government and registered private hospital.
