Pradhan Mantri Viksit Bharat Rozgar Yojana is an initiative of the Ministry of Labour and Employment, Government of India. It aims to generate sustained employment, increase formalization of the workforce, and improve employability by providing financial help to first-time workers and wage support to eligible businesses. Benefits for First-Time Employees
First-time employees who join the formal workforce during the registration period can get an incentive of up to ₹15,000, paid in two parts. The first part of up to ₹7,500 is given after six months of continuous employment, equal to half the average EPF wage for those six months. The second part is paid after twelve months of service and works out to the average EPF wage of twelve months minus the first part, capped at ₹15,000. This second part is kept in a saving instrument to encourage a savings habit.
Payment is made through Direct Benefit Transfer (DBT) to the Aadhaar-seeded bank account of the beneficiary. To get the second part, the employee must complete the free Financial Literacy Program on the official platform before completing twelve months.
Benefits for Employers
Employers get a monthly wage-based incentive for every additional employee hired above their baseline. The support runs for two years for all sectors and for two extra years for manufacturing units. For employees earning up to ₹10,000, the monthly incentive is up to ₹1,000 plus an extra 10% of the wage as risk reduction. For employees earning between ₹10,001 and ₹20,000, the monthly incentive is ₹2,000. For employees earning between ₹20,001 and ₹1,00,000, the monthly incentive is ₹3,000, paid after every six, twelve, eighteen and twenty-four months.
Eligibility
First-Time Employees: The employee must not have been a contributing member of any EPF organization before 01.08.2025, must join an establishment between 01.08.2025 and 31.07.2027, and must have an Aadhaar-authenticated Universal Account Number (UAN). The monthly salary should be up to ₹1,00,000 including all emoluments.
Re-joinees: A re-joining employee must have a previous contributory EPF membership and a UAN authenticated through biometric or face technology.
Employers: An employer must be covered under the Employees' Provident Funds and Miscellaneous Provisions Act, 1952. The establishment must create additional employment of at least 2 jobs when the baseline is below 50, or at least 5 jobs when the baseline is 50 or more, and must file regular Electronic Challan-cum-Returns (ECR).
Exclusions
The following employees and establishments are not covered under the scheme.
- Employees hired before 01.08.2025.
- Establishments facing pending legal inquiries under Section 7A, 7B or 7C of the EPF Act.
- Entities with active FIRs for fraud or past irregularities under the Atmanirbhar Bharat Rojgar Yojana.
Application Process
Registration for Employers
STEP 1 - Get an EPFO code through the Shram Suvidha Portal. Then update the PAN, GSTN and linked bank account details on the EPFO employer login portal.
STEP 2 - Register for the incentives in the Employer Login Portal of the EPFO website. Hire eligible workers who are first timers or re-joinees with gross wages up to ₹1,00,000 per month.
STEP 3 - File the monthly Electronic Challan-cum-Return (ECR) with contributions and keep the additional hires above the baseline for at least six months.
Registration for Employees
STEP 1 - Obtain the Universal Account Number (UAN) through the employer or directly through the UMANG app and authenticate it with Aadhaar.
STEP 2 - Stay employed for at least six months in the same establishment to become eligible for the first part of the incentive.
STEP 3 - Complete the free Financial Literacy Program on the official platform before twelve months to receive the second part of the incentive in the Aadhaar-seeded bank account.
