Non-Government Institution Grant Scheme Details
Scheme is run by Culture Department, Government of Madhya Pradesh, and the money is paid out through Madhya Pradesh Sanskriti Parishad. Aim is simple. Small and mid-sized cultural groups often do good work in music, theatre, folk art and literature but run short of funds. This grant helps them keep the work going.

How to Apply for Non-Government Institution Grant Scheme
Whole process is offline. There is no online portal for this grant as of now, so the filled form has to reach the Directorate office by post or by hand before the last date given in the invite notice.
STEP 1 - Open the Culture Department website at culturemp.in and go to the news and information section on the home page. Look for the notice named Ashaskiya Sansthaon Ko Anudan Yojana for the running financial year and open the linked PDF.
STEP 2 - Download and print the grant application notice and form, and read the grant rules and format before filling anything.
STEP 3 - Fill every field in the form, write clear details of the proposed training work, equipment or event, and attach self-attested copies of all required documents along with the project proposal and budget.
STEP 4 - If your institution took a grant in any of the last three financial years, attach a utilisation certificate signed by a chartered accountant. Without this paper, the file is usually held back.
STEP 5 - Get the form signed by the authorised office bearer, seal it, and send the full set to Director, Directorate of Culture, Madhya Pradesh, Bhopal, before the last date. Keep one copy with the dispatch proof for your own record.
Who Can Apply
This grant is only for institutions, not for individual artists. For this grant, your body should match all points given below.
- Institution should be a non-government cultural or literary body, registered under Madhya Pradesh Society Registration Act, 1973, or any other law that applies to it.
- Work of the institution should be in art, culture, literature, training, research or performance, and the registered constitution should clearly mention these aims.
- Institution should have been working for at least three years before the date of application, with proof of activity in that period.
- Office and work of the institution should be inside Madhya Pradesh, and the bank account should be in the name of the institution.
Grant Amount and Types
Three kinds of grant are given under this scheme. An institution can ask for the one that fits its work plan for that year. Maintenance grant is regular in nature, while equipment and event grants are one-time.

Who Is Not Covered
Some kinds of spending and some kinds of bodies are kept out of this scheme. Reading this part before applying saves time.
- Money cannot be used for honouring people, buying shawls, mementos or gifts, or for events that are only felicitation.
- Religious, caste-based or communal programmes are not covered, and neither is any political work.
- Institutions where government officers or employees are office bearers are not covered.
- Getting a grant once does not fix any right for the next year. Each file is checked again.
Required Documents
Keep the paper set ready before you start filling the form. Most files get delayed only because one certificate is missing.
- Society registration certificate, along with memorandum of association and rules of the institution.
- Activity report of the last three years and audited accounts for those years.
- Chartered accountant certified utilisation certificate, if grant was taken earlier.
- Project proposal or event plan with a clear budget, plus a self-attested checklist.
- Authorisation letter from the managing committee and bank account details of the institution.
- Affidavit stating that the work of the institution is non-political and non-religious.
Checking and Payment
After the last date, applications are checked by the Directorate and put before the sanction committee. Approved list is published as a sanction order PDF on the department website, the same way the 2024-25 sanction order was put up. Payment then goes to the institution bank account through Madhya Pradesh Sanskriti Parishad.
Money has to be spent only on the approved item. Officers may do audit and physical checking of the institution later, so bills, attendance records and event photos should be kept safe. If an institution is not happy with a decision, it can appeal to the Principal Secretary, Culture Department.
