Museum Grant Scheme

Museum Grant Scheme is a Ministry of Culture programme that helps set up new museums, modernize and digitize existing ones, and train museum professionals across India. The scheme stays open for applications through the financial year 2026-27 under the Umbrella Scheme for Development of Museums.

For new museums, financial assistance goes up to 15 crore rupees for Category I institutions. Applications are accepted throughout the year and proposals are processed on a first come first served basis.

Museum Grant Scheme 2026

This scheme gives money help to establish new museums and upgrade existing ones at regional, state and district levels. It covers museums that display antiquities, numismatics, paintings, folk art, art and crafts, textiles, stamps and other collections. It also supports online virtual museums, theme based museums, virtual experiential museums and projects of national importance.

Funding is available to bodies such as Central and State Governments, Public Sector Undertakings, societies, autonomous bodies, local bodies, academic institutions and trusts registered under the Societies Act. A Project Monitoring Committee in the Ministry reviews progress, and beneficiaries must report yearly footfall for five years after project completion. The main parts of the scheme are:

• Development and establishment of new museums at regional, state and district level.
• Digitization of museum collections using JATAN software, with works shown on the Museums of India website.
• Capacity building and training of museum professionals in conservation, display, management and education.

Benefits

Money help for building and developing museums is divided into three categories based on ownership and status of the museum. The maximum limits are set out below.

The share of the Central Government is released in three instalments in the ratio of 2:1:1. Separate grants are also given for digitization and for training of museum professionals, with Category I museums able to get up to 50 lakh rupees and Category II museums up to 25 lakh rupees for each of these purposes.

Eligibility

Organizations wishing to apply must meet the criteria set out by the Ministry. These rules help make sure the grant reaches institutions that can run and keep up a museum properly.

• Must be a registered society, trust, public body or similar entity that does not run for personal profit.
• Must own the land on which the museum is situated or proposed to be built.
• Must be in possession of a substantial collection of historical, cultural or scientific objects for display.
• Must have been in existence for at least three years, with preference for museums recording high annual footfall.
• Must have the infrastructure and money means to bear regular costs such as upkeep and salaries.
• Must produce a performance certificate from the State Department of Culture or an equivalent body.

Application Process

STEP 1 - Prepare a Detailed Project Report (DPR) with detailed estimates and annexures. The estimates should be verified and certified by the Public Works Department for government proposals and by a Registered Architect for societies, trusts and similar bodies.

STEP 2 - Submit the proposal online through the Ministry of Culture grant portal. Applications can be sent through the year as there is no fixed last date.

STEP 3 - An Expert Committee looks into the proposal and recommends sanction, after which the Competent Authority approves the grant.

STEP 4 - The grant is released in instalments. The final payment is made only after physical inspection and submission of the utilization certificate, audited accounts and other required documents.

• Ownership and possession documents of the land.
• Audited statements of accounts and annual activity reports for the last three years.

• Bond and undertaking for the matching share as per the scheme annexures.
• PFMS and NGO-DARPAN registration details and a bank authorization letter.
