Chief Minister Rural Path Vendor Loan Scheme was started by Panchayat and Rural Development Department, Madhya Pradesh to give interest-free working capital loans of up to ₹10,000 to rural street vendors. Small sellers like fruit and vegetable vendors, cycle hawkers and village service providers were covered under it, along with free business training.
Scheme has been closed or it was a one time scheme which has been closed by the government. As per MP Yuva Portal, the scheme period was fixed up to 31 March 2024, and as on 03 August 2026 the old registration website kamgarsetu.mp.gov.in is not opening. No fresh 2026 notice, revised loan amount or new apply date has been issued for rural vendors till now.
Chief Minister Rural Path Vendor Loan Scheme Details
Loan under this scheme was routed through nearby bank branches. The vendor got the money as working capital or to buy low-cost equipment for a small village business. Interest was paid by the state government as interest subsidy, so the borrower only had to return the principal. One condition was clear, the subsidy came only on regular repayment.
Along with the loan, migrant workers who returned to villages were given Entrepreneurship Development Programme training through Rural Self Employment Training Institutes. Age limit for applying was 18 to 55 years. Anyone doing street vending work in a rural area of Madhya Pradesh could register at that time.
Since the loan window is not open now, vendors looking for a similar loan can check PM SVANidhi, which is running for street vendors across India. Details are given in this guide on PM SVANidhi Scheme. For town and city vendors of the state, there is a separate old page on MP Urban Street Vendor Loan Scheme, and the earlier rural portal details are covered on MP Gramin Kamgar Setu Portal.

Benefits That Were Given
Benefit under this scheme was small in amount but useful for daily trade, because a village vendor mostly needs money to buy stock, not a big machine. Three things were offered together.
- Working capital loan of up to ₹10,000 from a nearby bank branch, without any collateral, so a vendor could buy stock or a small cart.
- Interest subsidy paid by the state government on regular repayment, which made the loan practically interest free for the vendor.
- Free business training through Rural Self Employment Training Institute, mainly for migrant workers who came back to their village and wanted to start something on their own.
Who Could Apply
Rules were kept simple so that a person with basic documents could register. Applicant had to be a permanent resident of Madhya Pradesh and had to live in a rural area of the state. Work had to be street vending or a small local service. Age had to be between 18 and 55 years. A person already sitting as a defaulter on an earlier government loan was not taken.
Application Process
Registration used to be online on the rural Kamgar Setu portal. That website is not opening now, so these steps are given only for reference. If the department reopens the window, the same flow will most likely come back.
STEP 1 - Open the rural street vendor registration portal of the department and click on the register option on the home page.
STEP 2 - Enter the mobile number, confirm it with the OTP, and pick the rural path vendor option in the form.
STEP 3 - Verify identity with the Aadhaar number through OTP. If the mobile number is not linked with Aadhaar, biometric verification has to be done at a nearby kiosk or panchayat office.
STEP 4 - Fill personal details, business details, Samagra ID and bank account details, then upload the required documents.
STEP 5 - Check every entry once, submit the form, and keep the SMS confirmation safe. After panchayat level checking, the case moves to the bank branch for loan approval.
Documents Required
Papers asked at the time of registration were the normal ones used in most Madhya Pradesh schemes, nothing extra.
- Aadhaar card with a mobile number linked to it, since the whole verification runs on OTP.
- Samagra ID of the family, which the panchayat uses to confirm village residence.
- Bank account passbook copy for the DBT payment of the loan amount.
- Passport size photo and proof of street vending work, if the panchayat asks during checking.
Where To Ask Now
Best place to confirm the present position is the local gram panchayat office or the janpad panchayat CEO office of the block. Scheme information is also listed on CM Helpline, and complaints or questions can be raised on helpline number 181, which works for Madhya Pradesh government schemes.
