Assam Pragyan Bharati Scheme 2024: Assam government is delivering on its promise of improving the lives of its citizens, particularly the young female students. With the Pragyan Bharati Scooty Scheme 2024, the government aims to reward meritorious girl students with a Scooty, encouraging them to pursue higher education and gain independence.
Finance minister of Assam had already announced this scheme as a one of the 18 flagship programmes in the earlier Assam state budget for FY 2021-22. In this umbrella scheme, govt. will provide admission fee waiver, free textbooks, hostel mess dues waiver. Along with this text book assistance to UG / PG students, one time education loan subsidy, Scooty to girls would also be provided.
The meritorious female students of Class 12th in Assam will get these Scooty. Pragyan Bharti Scooty Scheme is now considered as the best scheme for under graduate (UG) and post graduate (PG) students. Here we are going to tell you about the salient features and highlights of this scheme.
Pragyan Bharati Scooty Scheme 2024 in Assam
The Assam Higher Secondary Educational Council declared the Class 12th results on May 9, 2024. Following this, the Assam Government announced the distribution of scooters to the top-performing girl students under the Pragyan Bharati Scooty Scheme 2024.
This initiative, declared by the Assam Finance Minister, aims to provide Scooty to all girl students who scored first division marks in the Class 12 state board examinations. This year, 22,000 girls are expected to benefit from this scheme.

- Providing free text books and textbook assistance to students upto graduation.
- Hostel mess dues waiver of upto Rs. 2000 per month for under-graduate and post-graduate courses in degree, medical, polytechnic colleges.
- Continuing admission fee waiver to all BPL students.
- Continuing education loan subsidy under Abhinandan scheme.
- Providing scooters to all meritorious boys and girls who secure first division in higher secondary examination.
- Mobility grant of Rs. 10,000 per year to girl students pursuing post graduate courses.
- Continuing Anundoram Borooah award to eligible students passing HSLC.

Assam Pragyan Bharati Scheme 2024 Components
Assam government has announced several benefits in the umbrella scheme named Pragyan Bharati Scheme 2024. These benefits comes with an objective of promoting secondary and higher education.
Admission Fee Waiver
In the fee waiver scheme, govt. will ensure a provision for admission fee waiver for students with parental incomes of less than Rs. 2 lakh. A total of 17,84,890 students have taken advantage of this fee waiver to further their higher education ambitions. The Assam government declared that the fee waiver Pragyan Bharti scheme will continue this year i.e in the FY 2022-23.
Under the Pragyan Bharati scheme, students with parental income less than two lakh can get free admission in H.S, Degree and M.A., M.Sc and M.Com courses respectively. The Assam Higher Education Department said that students who have taken the fee waivers earlier can apply for their second and third year admission. The scheme can be used by final year students of M.A., M.Sc, and M.Com.
Students whose Parents Work in Government Sector will Not Benefit
Students whose parents work under the central or state government can’t take benefits of admission fee waiver under Pragyan Bharati scheme. Students will have to submit an undertaking stating that their parents aren’t working for the state or central government.
Students with less than 75% attendance not eligible
The eligibility for this Pragyan Bharati Scheme depends on the student’s parental income. The parental income should be less than 2 lakh per annum. Students who have less than 75% of attendance will not be able to benefit from this scheme. The private colleges, universities, and Central Universities located in Assam won’t be providing the advantages to the scholars.

Students to Submit Proof of Income
Students will have to submit their parental income certificate from the local revenue circle officer to avail benefits. The certificates submitted by the students will be checked by the Director of Higher Education. Many students have been facing financial issues in paying the college semester fee as their parents have either lost their jobs or the salary has not been credited on time due to COVID-19 in the past 2 years. Pragyan Bharti Scheme will help those students and parents to ease a sigh of relief to pay the college fees.
Free Text Books
Assam govt. has announced distribution of free texts books to students till under graduate level. There are currently 1,08,83,914 beneficiaries under this free text book scheme.
How to Avail Textbook Assistance
The amount will be paid directly to the bank account of the students. All the students are requested to Contact College Administrator to avail the benefits of Pragyan Bharti Scheme.
Free Uniforms to School Students
In parallel with free textbooks, Assam government had announced free uniforms to students in government schools till class 8th. This scheme has now been rolled out to include all students enrolled in government schools up to class 10th at a cost of Rs. 700 per year per uniform. 44,32,368 students have benefited under this scheme so far.
Monthly Allowance for School / College Students
In times to come, the state govt. is planning to provide a monthly allowance for school / college students. This allowance would be given to cover the food and transportation expenses incurred by students while attending schools and colleges.
Subsidy on Mess Bills for Students in Hostels
The state government has announced a subsidy on mess bills for the students staying in hostels of government / provincial colleges and universities. The subsidy amount is of Rs. 700 per student per month which is to be paid for 10 months in a year. It is imperative to note that the mess bill subsidy would be given to students irrespective of their economic status. This move has benefitted around 13,414 students.
Scooty to Meritorious Boy / Girl Students
Assam govt. will provide scooters to all meritorious boys and girls who secure first division in higher secondary examination. With a view to promote education of the girl child, a scheme has been introduced to provide scooties to all girl students along with boys who secure 1st division or above in their higher secondary exams. The state govt. would like to continue this Assam Scooter scheme for boy/girl students, which acts as an enabler, in the times to come.
These cumulative efforts are made by the government which will usher in a new dawn for the children of our state, who are our future. Assam Pragyan Bharti Scheme will be beneficial for all category of students such as those studying in govt. schools, UG / PG courses as well as those living in hostels.
Assam Pragyan Bharti Scheme 2024 Salient Features
Here are the important features of this scheme and what each student will get after being a beneficiary of Pragyan Bharti Scheme:-
- The state govt. will provide admission fee waiver, free textbooks and uniforms in government schools of Assam.
- Assam govt. will provide Rs. 1,000 to 1 lakh students for textbooks.
- The state govt. will provide textbook assistance of Rs. 1500 and Rs. 2,000 for students at graduate and post-graduate levels.
- Govt. is going to provide upto Rs. 2000 per month to all students towards their mess dues.
- The govt. will also provide one time education loan subsidy of Rs. 50,000.
- Moreover, scooties would be provided to 20,000 top-ranked male / female students in class 12th.
All admissions from Higher secondary level up to Postgraduate level will be made absolutely free for all the students for the upcoming academic year. This free admission will also be applicable for courses like medical, engineering and polytechnic.

Assam Scooty Scheme 2024
Assam Government has launched a new Scooty Scheme 2024 for 22000 class 12th Girls who have secured 1st division in class 12th examination. The scooty will help and encourage the girl students to pursue higher education at colleges. The Scooter Distribution programme was organized by the higher education department under Pragyan Bharati Scheme. The state govt. of Assam has started the Scooty Scheme or Pragyan Bharati Scheme 2024 to provide scooter to meritorious girl students. Only those meritorious girl students who have passed the higher secondary examination for the previous year 2020 in first division are eligible. The girl students have been given a choice to opt for either petrol scooty or electrical one.

Assam Pragyan Bharati Scheme – Choose Scooty Type
Pragyan Bharati Scheme is a govt. of Assam Initiative for distribution of Scooty among the girl students securing 60% and above in Higher Secondary Examination of previous year 2020 under AHSEC. Assam Scooty scheme is offering Petrol or Electrical scooty and the eligible girl student can choose the type using the below procedure.
STEP 1: Visit the official website of board of secondary education at sebaonline.org
STEP 2: Click the “Choice of Scooty” link in the quick links section on the homepage or directly click http://pragyanbharati.sebaonline.org/login.php
STEP 3: Log in to the portal using your Roll No. and Registration No.
STEP 4: After logging in, select the VARIANT of the scooty (Petrol or Electrical)
STEP 5: Fill up the complete contact details.
STEP 6: Download and take a print out of the Acknowledgement Receipt and keep it for future reference.
This choice of scooty portal was opened till 30th of August 2020. If any student has not mark her selection about the variant of the scooty within the time frame then her selection was considered for Petrol variant automatically.
Assam Scooty Scheme (Pragyan Bharati) Status
The status of the scooty distribution for each candidate may be checked at the same official portal, after the facility of status checking is available.
The registration fee (RTO fee) will have to be borne by the families of beneficiary students themselves. Each scooty will cost approximately Rs. 50000-55000 to the government.
Launch of Assam Pragyan Bharati Scooter Scheme
The Chief Minister while launch of Assam Pragyan Bharati Scooter Scheme has handed over scooter keys to 5 meritorious girl students. Under this Assam Scooty Scheme, govt. is providing scooters to meritorious girl students who have passed the higher secondary examination for the previous year 2020 in first division. In Kamrup and Kamrup (Metro) district 22,034 petrol driven scooter and 211 battery driven scooter would be provided to total 22,245 girl students with an expenditure of Rs. 144.30 crores. Meritorious girl students of other districts would be given the award on January 2nd and 3rd next year.
Red Colored Scooters in Assam Scooty Scheme
CM Sonowal while congratulating the meritorious students and their parents said that the red coloured scooters presented on the occasion would carry the success stories of the girl students in every nook & corner of the State.
He said that the scheme would transform the lives of many girl students boosting their self-confidence besides inspiring many more to take up studies seriously, he added. The Chief Minister on the occasion also urged the girl students to abide by the road protocol and traffic guidelines.
