Central Government has launched the new “PM Viksit Bharat Rozgar Yojana (PM-VBRY)” to give a strong boost to employment generation in the country. The scheme will start from 1st August 2025 and aims to create more than 3.5 crore jobs in two years, supporting both new employees and employers, especially in the manufacturing sector.

PM Viksit Bharat Rozgar Yojana (PM-VBRY) is actually the new name of Employment Linked Incentive Scheme which was announced by the state government in 2025-26 financial budget and was approved by the cabinet recently.

Key Features of PM Viksit Bharat Rozgar Yojana

1. Two-Part Scheme Structure

Part A: Incentive for First-Time Employees

  • For new entrants in the workforce, registered with EPFO
  • Get one-month EPF wage (up to ₹15,000), paid in two installments
    • 1st installment: After 6 months of service
    • 2nd installment: After 12 months and completing a financial literacy programme

  • A part of the incentive is deposited in a savings account (withdraw-able later)

Part B: Support to Employers

  • For all sectors (special focus on manufacturing)
  • Incentives for creating new jobs with sustained employment for at least 6 months
  • For each additional employee (salary up to ₹1 lakh):
    • Up to ₹3,000/month for 2 years
    • For manufacturing: Incentive for 3rd and 4th years also
  • Minimum hiring: At least 2 extra employees (if workforce < 50) or 5 (if workforce ≥ 50)

How Will the Incentives Be Paid?

Process to Apply for PM Viksit Bharat Rozgar Yojana

For First-Time Employees

  1. Get a Job: Secure employment with an EPFO-registered company (salary up to ₹1 lakh/month)
  2. Register with EPFO: Employer will register you as a first-time employee under PM-VBRY
  3. Complete 6 Months: Continue working; after 6 months, you will receive 1st installment
  4. Financial Literacy Programme: Attend and complete the programme as instructed
  5. Complete 12 Months: After one year of service and the programme, get the 2nd installment (a portion will be in a savings account, withdraw-able later)

For Employers

  1. Register with EPFO: Your establishment must be registered with EPFO
  2. Hire New Employees: Hire at least 2 (if workforce < 50) or 5 (if workforce ≥ 50) new employees and register them
  3. Maintain Employment: Ensure the new hires remain for at least 6 months
  4. Apply for Incentive: Submit details of new hires to the scheme portal
  5. Receive Payments: Get monthly incentive for each eligible new hire, directly in your business account (as per wage slabs)

Eligibility Criteria

For Employees:

  • Must be a first-time employee (not previously registered with EPFO)
  • Salary up to ₹1 lakh/month
  • Must stay in the job for at least 6 months (to get 1st installment) and 12 months (for 2nd installment)
  • Must complete a financial literacy programme
