Sanskruti Bhavan scheme is running under Directorate of Tribal Welfare, Government of Goa, and proposals for new multipurpose community halls in tribal areas are still being accepted. Under this scheme, a village panchayat, a group of tribal residents or an NGO working for tribal families can get money help of up to ₹50,00,000 for building one community hall.
Each hall built under this scheme is planned for 200 to 300 people, and it can be used for marriages, meetings, training programmes, Anganwadi work, reading room and social gatherings. Application forms are available with Directorate of Tribal Welfare at Shram Shakti Bhavan, Panaji, and the scheme rules were re-issued through the department notification published on the official tribal welfare website.
Sanskruti Bhavan Scheme Details and Latest Position in 2026
Many tribal wards do not have a proper hall where families can hold a wedding, a Gram Sabha meeting or a cultural function. Sanskruti Bhavan scheme fills that gap by paying for the full construction of one such hall in a tribal habitation. Directorate of Tribal Welfare sanctions the money and an executing agency, usually a government works department, does the actual construction.
One important correction for readers: this scheme is a Goa state scheme, not a Madhya Pradesh one. Some scheme listing portals show it under a wrong state. The rules, the application form and the sanction come from Government of Goa only, so people from other states cannot apply for it.
As of 05 August 2026, no closure notice has been issued for this scheme. Money help limit is still ₹50,00,000 per hall including land cost, and the sanction pattern across tribal habitation classes has not been changed. There is no fixed last date, so proposals can be sent through the year and they go to State Level Committee for approval.

How to Apply for Sanskruti Bhavan Grant
Whole process is offline. Form has to reach Directorate of Tribal Welfare with land papers and a cost estimate. Steps are given below.
STEP 1 - Download the application form for money help for construction of Sanskruti Bhavan from the application forms page of Department of Tribal Welfare, Goa, or collect a printed copy from the office at Shram Shakti Bhavan, 5th Floor, Patto, Panaji.
STEP 2 - Read the scheme rules in the Sanskruti Bhavan notification and check that the proposed plot is in a tribal habitation and is free from court cases, loans or any other claim.
STEP 3 - Prepare the detailed estimate and building drawings for the hall. Capacity of the main hall should be planned for 200 to 300 people, and the total cost including land value must stay within ₹50,00,000.
STEP 4 - Attach the land ownership papers, survey records and survey plan. If the plot is not owned by the applicant, attach a No Objection Certificate from the owner. A Village Panchayat has to attach both the Panchayat resolution and the Gram Sabha resolution. A group of tribal residents has to attach signatures of at least 100 people from the community.
STEP 5 - Submit the filled form with all papers to Directorate of Tribal Welfare. Office staff check the papers and then place the proposal before the State Level Committee, which is chaired by the Minister for Tribal Welfare.
STEP 6 - After approval, the executing agency takes the construction licence and the sanctioned money goes to that agency, not to the applicant. Applicant then signs a long term maintenance agreement. Any hall booking charge collected later has to be kept for the upkeep of the building.
Who Can Apply
Only three types of applicants are covered. A Village Panchayat can apply for its own ward. A group of tribal residents can apply together if at least 100 members sign the proposal. A registered NGO working for tribal families in that Panchayat area can also apply. Plot must be in a tribal habitation and clean in records.
Sanctions are shared between three classes of tribal habitations so that forest area villages also get halls.
| Class | Meaning | Share in Every 5 Sanctions |
|---|---|---|
| Class A | Tribal areas in forest regions covered under Forest Rights Act | 2 halls |
| Class B | Habitations where tribal population is more than 40 percent | 2 halls |
| Class C | Habitations where tribal population is below 40 percent | 1 hall |
Benefits Given Under the Scheme
Full construction cost of one hall is paid by the department, up to ₹50,00,000. That ceiling covers the land value too, so a costly plot reduces the money left for the building. Once built, the hall works as a marriage venue, a place for special Anganwadi work, a reading room and a recreation space. Forest Rights Committee meetings, training camps, seminars and tribal cultural functions can also be held there.
Documents Required
Papers have to be complete at the time of submission, otherwise the file goes back. Keep these ready before filling the form.
- Land ownership papers with survey records and the survey plan of the plot where the hall will come up.
- No Objection Certificate from the owner if the plot does not belong to the applicant.
- Village Panchayat resolution and Gram Sabha resolution, required when a Panchayat is applying.
- Signatures of at least 100 tribal community members when a group of residents is applying.
- Detailed cost estimate and building drawings, and the construction licence which is taken after the proposal is approved.
